In his goodwill message to the Feed Africa Summit of Heads of State and Government, the President called on his counterparts to embrace innovative policies that ensure the continent’s citizens eat what they produce as well as export the surplus.

President Buhari also welcomed the provision of $538.05 million by the African Development Bank, the Islamic Development Bank and the International Fund for Agricultural Development for the first phase of the Special Agro-Industrial Processing Zones (SAPZ)  for Nigeria programme.

With rising inflation globally and the effects of the Russia-Ukraine conflict that have driven up food prices, especially for basic staples such as wheat and maize, the Nigerian leader listed measures that African leaders must take to change the status quo.

‘‘Feeding Africa is an imperative.

‘‘We must ensure that we feed ourselves today, tomorrow, and well into the future. The starting point is to raise agricultural productivity. This requires the access of farmers to quality farm inputs, especially improved seeds, and fertilizers and mechanization.

‘‘To succeed, we must strongly support farmers.

‘‘There is no doubt that we need to subsidize our farmers, but we must do so in ways that are transparent, remove rent seeking behavior and effectively deliver support to farmers.

‘‘The share of budget allocation to agriculture should be increased across Africa, especially for investments in critical public goods, such as research and development, infrastructure, especially roads, irrigation, and energy.

‘‘As leaders, let us decisively ensure that we meet the 10% allocation of our budgets to agriculture as agreed in the Malabo Declaration of the African Heads of State and Government.

‘‘We must reduce the rate of rural to urban migration through the development of rural areas,’’ he said.

President Buhari noted that the future of agriculture in Africa would depend on getting more youth into agriculture, which means making agriculture attractive for them.

‘‘To feed Africa, we need younger male and female farmers. We must also ensure that they get access to land, finance, technologies, information, and markets.’’

The Nigerian leader therefore requested that the Food and Agriculture Delivery Compacts arising from the Summit must address ways to improve empowerment of the youth and women in agriculture.

‘‘We must take into consideration climate change and ensure that agricultural systems are climate-smart and climate-resilient.

‘‘We must invest heavily in irrigation to help address increasing frequency of droughts that are leading to decline in crop yields.

‘‘I am convinced that the very targeted and bold approach of using the Food and Agriculture Delivery Compacts will allow Africa to finally break through and feed itself.

‘‘Feeding Africa is not negotiable. Africa must grow what her citizens eat. As leaders, we must demonstrate political will and re- commit ourselves to producing for the continent’s needs, including surpluses for export,’’ he said.

The President applauded the efforts of the African Development Bank to launch SAPZ, recounting that he had launched the scheme in Nigeria in October 2022.

‘‘The Special Agro-Industrial Processing Zones for Nigeria, which is in the first phase will cover seven States in the Federation.

‘‘These very innovative public-private partnership models will help us to transform the agriculture sector much faster and use it to generate wealth.

‘‘They will also allow our countries to develop integrated infrastructure around our agricultural processes and add value to the production of crops, livestock, and fisheries,’’ he said.

On SAPZ funding for Nigeria, President Buhari said:

‘I am pleased with the partnership approach used for Nigeria by the multilateral financing institutions, with the African Development Bank providing $210 million, the Islamic Development Bank and the International Fund for Agricultural Development providing $310 million, and the Government of Nigeria providing $18.05 million.

‘‘The Special Agro-Industrial Processing Zones are game changers for the structural transformation of the agricultural sector.

‘‘I therefore urge that as we develop the Food and Agriculture Delivery Compacts from this Summit, special attention should be placed on the development of Special Agro-Industrial Processing Zones.’’

President Buhari also used the occasion to call for affordable financing to support smallholder and commercial farmers, underscoring the need for dedicated financing windows from the central banks.

‘‘Access to affordable finance is critical for the success of efforts to support smallholder farmers and commercial farmers. Commercial banks do not lend much to agriculture due to the perception of high risks.

‘‘Generally, less than 3% of total financing by commercial banks in Africa go into agriculture. We must therefore reduce the risks of lending faced by commercial banks. But we must go beyond commercial lending.

‘‘Where possible and countries can afford to, the central banks can also dedicate significant resources to complement lending from commercial banks.

‘‘Such dedicated financing windows from the central bank must be well monitored, to ensure that they reach the intended beneficiaries, must be transparent and must not crowd out the commercial lending sectors, or the private sector.”

President Buhari commended Dr. Akinwunmi Adesina, President of the African Development Bank for the vision to drive the Summit, together with the African Union Commission.

‘‘Dr. Adesina has continued to do an excellent job at the helm of the African Development Bank,’’ he said.

BIM/MASSOB said it observed that most politicians use the name of Biafra as their campaign strategies, thereby  hoodwinking the electorate  into believing that  if elected Nigerian President, their government would end Biafra agitations in the East, feigning ignorance of the fact that Biafra agitation has gone beyond human stoppage.

In a statement signed by its Director of information/Senior Special Assistant, SSA on Media and Publicity, Elder Chris Anierobi Mocha BIM/MASSOB cautioned politicians found to be actively involved  in such an illicit campaign strategy to retrace their steps henceforth   or face the wrath of the organization Biafra agitators.

According to the statement, “Over 3 million innocent lives had been wasted from 1967 till the present 2nd Biafra  – Civil War with Nigeria based on nonviolence ideology, and properties worth Trillions of naira belonging to Igbo of South East destroyed in the cause of  Biafra.”

It added that a politician can only  give what he has in stock, declaring  that even if an Igbo man eventually emerged Nigerian President, such a President can never stop the much awaited emergence of the Republic of Biafra, Biafra is now or never”.

“There is no amount of false  hopes by these politicians  to woo voters  in the name of Biafra  that will  ever give anyone of them  “a clear lead  at the poll.”

Advising  politicians to stop the name calling of Biafra but resort to issue -based campaign, the statement quoted Uwazuruike, their leader as saying that using the name ‘Biafra ” for political  rallies is  mockery.

“Biafra is a Nation, it is bigger than any individual or group of persons”, Uwazurike was quoted as having warned, adding, ” implying that they (politicians) will give us Biafra if elected president, Mocha said they can not give what they didn’t have”.

“Promising to revamp  Nigeria’s economy, tackle insecurity in the country, end  insurgency in North East, end agitations  by various Self-Determination groups without addressing the remote causes of their  agitations, were all fake hopes told by drowning politicians and it will never materialize at all”.

The statement emphasized that the fight for the Sovereignty of Biafra as being genuinely championed by BIM/ MASSOB in partnership with Biafra Internal Government, BIG was not their fight  because God is always on the side of the oppressed people.

He decried  the attitude of some self -serving politicians who are desperate in their bid to win public support have now resorted to making empty promises that if elected President of Nigeria.

“They will make impossibility to be very possible. They will improve the Nigeria’s ailing economy back to life. They will implement the abandoned but dumped ‘2014’ Confab report”.

“Their government will provide steady and uninterrupted electricity supply to all Nigerian consumers. Their government will end the conspiracy by  the Hausa/Fulani of the North and Yoruba of South West against the Igbo ( the glass ceiling placed on the people of Igbo extraction)”.

“And their government will appoint an Igbo man as Secretary to the Government of the Federation, SGF. Their government will restructure Nigeria and make  the State,  LG and Community policing possible”.

” Their government will construct or reconstruct all the abandoned Federal roads in South East geo- political zone of the country and build refineries with out any further delay”

“They will appoint someone from South East as the Minister for Defense, Chief of Army Staff, Minister for Works and Housing. They also promised during their political campaigns and rallies to  create a Republic of Biafra”.

Tinubu, who had earlier paid a courtesy call on Governor Chukwuma Soludo,, explained that his visit was to strike a deal with stakeholders and youths in the state as it concerned the presidential election, and to solicit the support of the Southeast people.

He expressed immense gratitude to the people of the state for the warm reception given to him, especially for the chieftain title of  Nwannedinamba (great brother in diaspora) conferred on him by the traditional ruler of Mbaukwu in Awka South local government area, Igwe Peter Anugwu; begging that Ndigbo should not fail to lend their support to his father in 2023.

According to him, a proper evaluation of the presidential candidates is necessary, given that Nigeria’s future is not one to be toyed with.

The APC Youth Leader in the state, Mr. Jideofor  Ejimofor, described Ahmed Tinubu  as the best presidential candidate in the 2023 race; stressing that this is the best time to get it right in the country.

Ejimofor noted that the APC presidential candidate remained the best of all the contenders, observing that comparatively, Tinubu  outshines his contemporaries; even as he said that the APC presidential candidate has better agenda for Nigerian youths. He also urged Ndigbo not to repeat the mistake of voting against APC, and end up with little or nothing at the centre.

Subsequently, the appellate court struck out the appeal filed by special assistant to president Muhammad Buhari on digital communication, Bashir Ahmad, which sought to challenge the credibility of Gaya’s nomination at the APC primary.

In a lead panel judgment of Justice Boloukuromo Ugo, Justice Usman Alhaji Musale and presiding Judge, Justice Ita G. Mbaba, the appellate court dismissed the appellant’s appeal on the basis that the lower court delivered judgement on the pre-election trial outside the 180 days limit stipulated by the constitution.

The first (Gaya) and second (APC) respondents had moved a preliminary objection challenging the jurisdiction of the court of appeal to appeal Ahmad’s appeal, cited the provisions of section 284 (10) of 1999 constitution of the federal republic of Nigeria as amended.

Justice Mbaba submitted that since the lower court had exceeded the days provided by the constitution for delivery of judgement on the pre-election trial, the court of appeal lacked the jurisdiction to sit on proceedings that ought to be in nullity.

According to Justice Mbaba, the court cannot be held by acquitant or collusion of practice since “you cannot build on nothing”, thereby sustained the preliminary objection of the respondents and stroke out Ahmad’s appeal.

Although the substance of appeal which bothered on whether or not, Gaya’s nomination was in line with the provisions of electoral law, was not decided, the court of appeal henceforth held that the provisions of the constitution on jurisdiction remained sanscrosant and static.

The presidential aide had questioned the 7th, December, 2022 judgement of Justice Abdullahi Liman of the Federal high court in Kano, which dismissed his prayers against Gaya for lacking in merit.

The lower court judgment held in favor of the serving member of the House of Representatives, representing Gaya/ Ajingi/Albasu federal constituency, declared that Ahmad has failed to prove with certifiable evidence argument that 85 delegates among his supporters were disenfranchised during the primary.

Although Ahmad, through his lawyer, Rilwan Idris had argued that the electoral committee delegated by the headquarters of All Progressives Congress (APC) had tactically prevented the 85 delegates from casting their votes, Justice Liman insisted that Ahmad can not sufficiently certified their membership on the APC register.

Gaya was declared the winner with 109 votes to defeat Ahmad who got 16 votes in the July 27th, 2022 APC primary, to secure the party’s ticket.

Court Strikes Out Saraki’s Suits Against EFCC, ICPC, Others

Justice Inyang Ekwo, in a short ruling, struck out the suits for lack of diligent prosecution.

Upon resumed hearing in the matters, neither Saraki’s lawyer nor defendants’ counsel were in court for the proceeding.

Justice Ekwo, therefore, held that he found that the cases were not diligently prosecuted.

He consequently struck them out for lack of diligent prosecution.

The News Agency of Nigeria (NAN) reports that Saraki, the applicant, had filed the suits marked: FHC/ABJ/CS/507/2019 and FHC/ABJ/CS/508/2019 at the FHC.

In the suits, the Attorney-General of the Federation (AGF), Inspector-General of Police and State Security Service (SSS) are 1st to 3rd defendants respectively.

Others are EFCC, Independent Corrupt Practices and Other Related Offences Commission (ICPC) and Code of Conduct Bureau (CCB) as 4th to 6th respondents respectively.

The ex-senate president had filed the suits following the EFCC’s decision in 2019 to probe Saraki’s earnings between 2003 and 2011 when he was governor of Kwara.

The anti-graft commission was reported to have seized some of his houses in the Ikoyi area of Lagos then.

However, Saraki, on May 10, 2019, filed the two separate suits before Justice Taiwo Taiwo (rtd ) to challenge the action of the EFCC.

Justice Taiwo, who was the presiding judge then, ruled on an ex-parte application filed along with the substantive suits.

The judge ordered the anti-corruption agency (4th respondent) and the other five respondents to the suits to stay action on the probe pending the hearing and determination of the motion on notice filed by the applicant.

The order was granted after Sunday Onubi, Saraki’s lawyer, moved the application, on May 14, 2019.

The court had directed the parties to maintain the status quo by suspending the probe.

But the EFCC later applied that the judge should recuse himself and the matter be transferred to another court.

Justice Taiwo sent back the case file to the chief judge and the matter was reassigned to Justice Anwuli Chikere for adjudication.

When the matter came up on July 14, 2021 before Justice Chikere, EFCC Counsel, Chile Okoronkwo, complained that Taiwo’s order had hindered the agency “from performing its duty for about two years now.”

The lawyer, who stated that Saraki continued to hinge on the order of the court any time he is invited, urged the court to vacate the order.

But the suits were reassigned to Justice Ekwo following the retirement of Chikere.

Tonye Cole said only those who are afraid of electoral defeat will go about shooting, destroying rallies and trying to prevent political opponent’s from campaigning.

He said this while addressing a crowd of supporters during the official flag-off of the Andoni local government area campaigns in Asarama, Andoni.

“I am so proud of Andoni. No matter what they do, we will not stop. This morning they came to scatter this place because they don’t want us to campaign. This evening we are still here. Nothing will stop us”

“It is those who are afraid of failure that will scatter things, it is those who are afraid of failure that go about shooting, it is those who are afraid of failure that will not want opposition to campaign”.

Pastor Cole thanked the people of Andoni, for choosing the part of peace, assuring them that he will continue to campaign and will win in the LGA. He promised to bring democratic dividends to the people.

“We will campaign, we are on ground, nobody can shake us, we go nowhere. In Andoni, we are in charge, we hold our units, we hold our people”.

“I want to tell you, that agreement of the Andoni people to uphold peace in this land without waiting for government, is the best agreement that you have ever made and I am so proud of you, I am proud of Andoni people. I told your Chiefs; because you have decided as Andoni people for peace, peace must reign in this land”.

“I stand on this ground, in this local government to assure you that my government will bring development in Andoni. Every promise they made to get your votes, but they didn’t do, I promise, we will do. It took us time to get here today, no roads, no electricity, no water, no toilet facilities. All those sufferings must end”.

The Rivers APC governorship candidate decried the high level of suffering, poverty and underdevelopment in the riverine parts of the state, which according to him, has brought about increase in teenage pregnancy, cultism and gang violence in these areas.

He assured the people that his government will tackle all the issues, including restoration of the People’s dignity, job creation, empowerment, employment and youth participation in governance.

“We are riverine, I am a reverine person, I understand the situation you are passing through, we are the same people, we are suffering the same way, we have the same issues, we have the same problems”

“For our women; today in all the riverine communities, we have the highest level of teenage pregnancies, young women, because there’s no work and no employment. It has to stop. We are giving our women empowerment, we are giving them skills, we are giving them jobs and we are giving them positions in our government”

“In the riverine communities, we have the highest level of cultism, the highest level of guns in this state. This is because our youths have no jobs, no empowerment, our youths have no education”.

“We will give you jobs, we will give you empowerment, we will give you education, talents of youths will be discovered. Cultism, teenage pregnancies, all those things will be a thing of the past in our government. We will offer you development, we will offer you jobs, we will offer you all the things you need to enhance your business”.

“Andoni, I have come here and I love this place, there’s nothing that you need that we are not going to provide. My wife and I thank you, we thank you for your resilience, for your courage, we thank you for coming out today”

“To our opposition; today you came and disrupted this place, you broke our canopies, you tried to stop us from campaigning. Stop being afraid, don’t be afraid, come out and campaign with your people to vote for you, tell them what you have for them”

“We are going to the markets, we are going on the streets, we are talking to our people to vote for us, we are showing love to the people, why are you stopping them? Why do you need violence?”

“Be bold, be brave, courage is not in threats, courage is not in intimidation, courage is not in fighting, a courageous person can come out and enter anywhere, a courageous person can sit down in any house to talk to people to vote for him”.

“It’s not by guns, it’s not by stones. Do it today, we’ll come tomorrow, do it tomorrow, we’ll come the next day, for as long as you continue, we will keep coming out. We will continue with our local government rallies, we will complete our campaigns, we will be on the ballot, we will be voted for and we will form the next government come May 29th, 2023.”
