It was dramatic and unconventional scenes yesterday as some bank customers fought dirty while many others slept on the pavement while queuing to withdraw the new naira notes at different ATMs across Awka, the capital city of Anambra State.

Recall that the Central Bank of Nigeria had given the last day of January this year as the expiration date of old ₦200, ₦500, and ₦1000 naira notes, as the trio will no longer be accepted as legal tenders after the date. The apex Bank has also, since 2022, been urging Nigerians to deposit their old notes in the bank and withdraw the new naira notes, to avoid being caught up with the deadline.

Many people, however, were complacent to heed to the CBN directive, until this weekend when many of them now began to flood and cluster around the banks to deposit their old notes and withdraw the new ones. Although, part of the reasons for this eleventh hour rush was also attributed to the scarcity and unavailability of the new naira notes in the banks and other places one can make withdrawals.

Amid this scarcity of the new notes, people also foresaw that this weekend may be their only chance to deposit their old naira notes to the banks, and that there may be more intense rush on Monday and Tuesday if the banks actually open. With this assumption, coupled with grapevines that some ATMs have begun to dispense the new notes, there became great rush, mammoth crowd and long queues at the various banks and ATMs, both those who came to withdraw the new notes and those who came to deposit their old notes.

The over-flooding of banks and the ATM stands and the consequent struggle for lines and turns (as is usual at the bank), led to a series of fracas and melees by the visibly frustrated customers, most of whom had been on the queue since as early as 7.30am till about 1.40 when this reporter visited the various banks and ATM stands around the Awka metropolis.

At the Sterling Bank’s at the Eke Awka market, a long queue of about 47 persons were seen, already standing on the queues, waiting for their turns at the two ATM spots at the bank, which are dispensing the new notes. Another long queue that stretches almost to the main road was also seen, which belonged to people who wanted to go into the banking hall.

Shortly after the covert arrival of this reporter, a fight ensued between two beautifully dressed ladies at one of the ATM stands, over whose turn it was to withdraw. The fight was, however, separated by a huge grey-haired man, which, before he finished, another young man, from nowhere, sneaked to the machine and withdrew some cash, amid vituperation and resentment oozing from other waiters on the queue.

As the situation was dousing, another brouhaha ensued at the other side of the ATM, where a man refused to come out of the ATM or allow another person use the machine, even when his several attempts to withdraw proved abortive, as each of his transactions ended up showing “Issuer Inoperative, Contact Your Service Provider”, which made others to start pressurising and coercing him to come out and allow another person to try. But he repudiated to come out after about 8 minutes of several failed transactions, which made others to invade the ATM stand to pull him out, leading to an uproar. Meanwhile, he insisted it was his turn, and that he should be allowed to use it anyhow he wanted.

Similar situations were also observed at the First Bank ATM, the Access Bank ATM, close to the Regina Caeli Junction; and the Stanbic Bank at the popular UNIZIK Temp. Site, Awka.

The situation was slightly different at the UBA ATM at the Aroma Junction, where many customers were seen, sleeping on bare pavement, while tiredly and patiently waiting for the new notes to be loaded in the machine again as the machine had run out of cash.

All efforts made by this reporter to have the comments and reactions of some officials of the visited banks proved abortive as those accosted declined to grant interview to him.

The CBN had fixed January 31st as the deadline for the exchange of the old naira notes; N200, N500 and N1000.

The CBN governor, Godwin Emefiele on Sunday, said President Muhammadu Buhari gave permission for the deadline to be extended to February 10.

In its swift reaction, the Adhoc Committee, chaired by the leader of the House, Hon. Alhassan Ado Doguwa, rejected the extension, insisting that the CBN must comply with sections 20 sub 3, 4, and 5  of the CBN act.

Recall the House, during its sitting on Tuesday, following the outcry by Nigerians, constituted the ad hoc committee to look into the issue.

Doguwa said that; ” The 10-day extension for the exchange of the old naira notes is not the solution: We as a legislative committee with a constitutional mandate of the house, would only accept clear compliance with section 20 sub 3, 4, and 5  of the CBN act and nothing more.

” Nigeria as a developing economy and a nascent democracy must respect the principle of the rule of law. And the House would go ahead to sign arrest warrant to compel the CBN Governor to appear before the Adhoc committee.”

He said under his chairmanship, the committee would continue its work until it gets the demands of Nigerians addressed in accordance with the laws of the land.

Describing the extension as a mere political gimmick to further deceive Nigerians and worsen their economic and social livelihood, Doguwa said the CBN governor must appear before or stand the risk of being arrested on the strength of legislative writs signed by Hon. Speaker on Monday.

 

He also said the policy is capable of frustrating the forthcoming general elections.

” Security agencies and their operations especially at the states level are generally funded through cash advances and direct table payments of allowances to operatives during elections,” he said.

A resident of the area who spoke to our correspondent said the victims who are from the northern part of the country may have been killed for selling the newly designed naira notes

He said  the sale of the new notes at outrageous amount must have angered some persons in the community leading to their death.

According to the source the old one thousand naira note is exchanged for new one hundred naira note and old thirty thousand naira notes are exchanged for new three thousand naira notes.

The rush to beat the previous deadline of January 31 prompted the sale of the new note at such outrageous rate.

However the president on Sunday approved CBN request for an extension which is now February 10 with another one week grace period of February 17 before the old notes will cease to be legal tender in the country.

One day, all animal gathered to proffer solution to the ravaging pandemic causing the death of many animals in the forest.  Animals of different species came together to share their thought including tortoise too. In their contributions, tortoise was of the view that the only way out is for them to fly to heaven as God has abundant foodstuff in his abode.  This brilliant suggestion of tortoise was highly accepted by Birds of different kinds.

The tortoise ruminated further that even though they have to fly, he is handicap by lack of feather to fly. The anxious birds further told him not to see lack of feather as an impediment to expedition as they all pledged to contribute a feather each to tortoise to enable him fly along with them. True to the saying of the birds, they contributed feather to tortoise and they all made their journey to heaven. While on their way, Tortoise told the birds that it is will be very better for them to be known by individual name so that when they get to heaven, it will not be difficult for angle of God to identify the individual animal whom each foodstuff belong to.  Tortoise made this suggestion out of its’ craftiness and unknown to other animals, it was highly applauded by Birds and birds of different kind. They begin to identify themselves as Dove, Eagle, Parrot, Owl, Bush fowl etc. Whilst the birds proclaim who they were actually, tortoise declared that it should better be named or known as ‘’All of you’’.

Thus, these names were accepted by the animals on their journey to heaven.  When the animals got there and an angle of God goes into the store and brought the first food for the animals. While delivering it, he said the food belongs to ‘’all of you’’. Without any argument, the animals present all pointed to tortoise that the food belongs to him as he earlier proclaimed to be known as ‘’All of you all’’. Different angles came to deliver different food items and tortoise having proclaimed to be identify as ‘’All of you all’’ keeps on amassing all the food items in its bag.

When it dawn on them that everything was all over without any food item given to any of them other than tortoise, they all demanded for the refund of their individual feather. Their decision was premise on the foolishness the Tortoise has taken them off.

The episode I have narrated above is not totally different from our current experience on the leadership in the country. Our current Leaders are self serving and their attitude is akin to Tortoise. These crops of people do not care about those who elected and supported them into various leadership positions. Will there be any changes, time will tell.  As we match to the polling unit to elect new leaders in the coming next month election, the electorates should make it clear to those who had perform abysmally that power actually belongs to them.

The renewed fear within the general communities of people living in and around the Nasarawa/Benue border – particularly the Tiv community who have found themselves at an unpronounced war with the Fulani herdsmen community – is reported to worsen following the killing of over fifty [50] Fulani herdsmen at the Ekye Development Area of Nasarawa State owing to what is believed to have been an air strike via a drone attack in the early morning hours of January 25, 2023.

Early reports that followed the attack of January 25, 2023 indicated that the drone and/or airstrike originated out of Benue State. The Nigeria air force was originally thought to have conducted the strike but the Nigeria air force have not indicated that the strike was conducted by them. And so, the suspicions from the Fulani community sternly points to foul play, believing the airstrike may have not been the handiwork of the Nigeria air force. One of the members of the community revealed that many of the Fulani herders believe that attack came from the Tiv community – who had access to advanced military gadgets.

Adding gravitas to already fermenting stench is the Governor of Nasarawa State who have indicated that the Fulani herders were innocent. He made the statement shortly after setting up a panel to investigate the killing. The rumor within the Fulani community is that the attack was sponsored and/or ordered by the Governor of Benue State.

The source added that the young herders that were killed in the airstrike were the infamous killer Fulani militia. He claims that “those ones were the ones that have been killing our people. They are killers. They have been kidnapping and killing and raping our daughters and wives. It was good they were killed. We don’t feel sorry for them at all. We wish the military will weep the rest of them out. The remaining ones are planning have to revenge the killing but they are not going after the Nigerian military. They want to massacre all of my people. If you come to my community you will not see anybody there. They have all left, the men, the women and the children.”

Lamenting, leaders from the Doma community including the Agatu [Doma South], Tiv [Doma South] and Alago [Doma North] tribes indicate that they were the most affected whenever there is an attack by the Fulanis. Particularly, the Tivs, who are mainly farmers, are reported to receive the larger brunt of the killings. They cited the Governor of Nasarawa State, Engineer Sule, as being unfair and bias. “He has sympathy for the Fulanis” and because of the Governor’s utterances, the Fulanis feel emboldened to continue with their deadly attacks.

On the Benue State side of the border, 247ureports.com was told that Benue State funded patrol teams are visibly seen enforcing the anti-grazing law. Other security agencies are seen patrolling the area. Benue State, owing to their previous experience with marauding Fulani militia, have taken the anti-grazing enforcement seriously. However, on the Nasarawa State side of the border, “there is nothing”, its porous and unguarded. For this reason, “Fulani young men take the Nasarawa side of the border as camping ground”.

Another area cited as habitat for Fulani militia is a community called Tunga located in Awe LGA in Nasarawa South district. Tunga is largely populated by the Hausa tribe from Katsina State. According to our sources, the militia are welcomed and given comfort by the residents of Tunga. Typically, they would travel to Tunga during wet season to have their cattle graze of farmlands in the area.  During the dry season, they would relocate to Kwatan Angulu area to graze by the farmlands located at the River Niger side of Nasarawa state.

The CBN stated this in a release on Sunday.

The apex bank said it added “a 10-day extension of the deadline from January 31, 2023, to February 10, 2023, to allow for the collection of more old notes.”

This is according to the CBN governor, Godwin Emefiele.

He also noted that Nigerians would still be able to deposit their old notes directly with the CBN until February 17, 2023, described as “grace period.”

There has been pressure from many Nigerians and groups concerning the initial January 31 deadline for the validity the old notes, as the scarcity of the newly designed 200, 500, and 1000 naira notes prevailed in the country.

Extending the deadline, Emefiele said, “Based on the foregoing, we have sought and obtained Mr President’s approval for the following: a 10-day extension of the deadline from January 31, 2023, to February 10, 2023; to allow for collection of more old notes legitimately held by  Nigerians and  achieve more success in cash swap in our rural communities after which all old notes outside the CBN loses their Legal Tender Status.

“Our CBN staff currently on mass mobilisation and monitoring together with officials of the Economic and Financial Crimes Commission and the Independent Corrupt Practices and other Related Offences Commission will work together to achieve these objectives.

“A seven-day grace period, beginning from February 10 to February 17, 2023, in compliance with Sections 20(3) and 22 of the CBN Act, allowing Nigerians to deposit their old notes at the CBN after the February deadline when the old currency would have lost its Legal Tender status.”

Emefiele also sought the cooperation of all Nigerians in the implementation of the policy.

The CBN, before bowing to pressure today, had yesterday (Saturday) insisted that the January 31 deadline for the validity of the old 200, 500 and 1,000 naira notes remained unchanged.

The apex bank, via its verified Twitter page, insisted on Saturday evening that the January 31, 2023 deadline remained.

Reposting a video of the CBN Governor, Emefiele, from a concluded Monetary Policy Committee meeting, the apex bank said, “Deadline for the return of old series of 200, 500 and 1000 naira notes remains January 31 2023.

“Unfortunately, I don’t have good news for those who feel we should shift the deadline, my apologies.

“The reason is because, just like the president has said more than two occasions and even to some people privately, 100 days is more than enough for anybody who has the old currency to deposit it in the banks. And we took every measure to ensure that all the banks were and are still open to accept deposits.”

The Plan seeks to tackle the dual crises of energy poverty and climate change with renewable energy contributing at least 30 per cent to the energy mix by the year 2030.

Professor Gambari said this in State House, Abuja, when he received in audience a three-man team from EM-ONE Energy Solutions that paid him a courtesy visit as a follow up to an earlier presentation on options available to the State House to address its energy challenges.

According to the Chief of Staff, “the world is now focused on reducing the effect of climate change. What we are looking for is the energy solution that comes with environmental sustainability.  For us in the State House, there is the need to live by example. Just like I was impressed by your first presentation, your growing capacity and technological innovation continued to enhance your ability to deliver on your projections. I am happy to note that you could actually upscale the renewable energy solution with more space for the solar panels.”

“I am also glad that you have come to update us as this will enhance our process of deciding which way to go.  State House cannot afford not to be at the forefront with the First Family here, and we cannot afford blackouts and need to reduce how much we spend on diesel and, cut down on carbon footprint; so this is the direction we want to go,” he stressed.

The Chief Executive Officer of EM-ONE, Mir Islam, thanked the Chief of Staff for the opportunity given to the team, noting that, having grown up in this country, “we don’t want Nigeria to be left behind in the global energy transition programme.

“More than 50 percent of the energy need of the State House can be provided in the Phase One and can go up to 80 percent, but for space constraints with the possibility to export the excess power generated into the national grid in line with the Energy Transition Plan of Nigeria on public utilities.”

He added that the company’s Pilot Renewable Energy at the Federal Ministry of Works and Housing in Mabushi, Abuja, is a good case study for other public buildings in Nigeria, noting that a similar project would provide the resilience and the cost saving measure that the State House requires.

According to him, “State House, being a very important edifice would be a role model for all other public buildings especially as climate change is now a point of global focus.”

In his remarks, the Permanent Secretary State House, Tijjani Umar, said he brought the team following the charge by the Chief of Staff to work out the best way out of the growing power challenges of the State House; prohibitive cost of power generation as well as the unsustainable carbon footprint on the environment, which is not environmentally friendly and also costly to sustain. Based on this, we invited EM-ONE for a presentation which recommended the option of a renewal energy solution which is the current trend the world over.

“So, they provided options in their initial presentation which will enable us scale down what we spend on power and are here with a follow up presentation with additional value-adds to enable us arrive at a decision for a sustainable power solution for the State House,” Umar said.

SERAP also urged him to “direct Mr Usman Baba and the Attorney General of the Federation and Minister of Justice Mr Abubakar Malami, SAN to name and shame any politicians and other perpetrators of election-related intimidation, harassment, and violence, and to ensure that they are promptly brought to justice.”

SERAP urged him to “caution state governors to end reported suppression of campaigns by opposition parties within their states, and to ensure the security and safety of opposition candidates, members and supporters.”

Mr Peter Obi was reportedly attacked after a rally in Katsina with heavy stones while on his way to the airport. This attack is coming on the heels of reported 339 incidents of election-related intimidation, harassment and violence across the country in 2022.

In the letter dated 28 January, 2023 and signed by SERAP deputy director Kolawole Oluwadare, the organization said, “Escalating cases of election-related intimidation, harassment, and violence are fundamentally inconsistent with the principle of free and fair elections.”

According to SERAP, “Investigating and prosecuting these cases, and bringing perpetrators to justice would stop further violence, facilitate free and fair elections, and encourage Nigerians to freely exercise their right to vote.”

SERAP said, “Investigating and prosecuting these cases would also promote and ensure the rule of law and democratic tradition in the country.”

The letter, read in part, “The Nigerian Constitution 1999 [as amended], the Electoral Act, and the country’s international human rights obligations recognize as fundamental the right to participate in one’s government, and the free and fair elections that implement it.”

“We would be grateful if the recommended measures are taken within 7 days of the receipt and/or publication of this letter. If we have not heard from you by then, SERAP shall consider appropriate legal actions to compel your government to comply with our request in the public interest.”

“Election-related intimidation, harassment and violence are grave violations of the rights of Nigerians to participate in the democratic process and free and fair elections, as well as a range of other human rights.”

“Free and fair elections mean elections conducted under conditions that enable voters to cast their votes as they wish purely on their own accord without any threats, intimidation, harassment or violence before, during and after elections.”

“Free and fair elections are indispensable for the success of any democracy. But free and fair elections cannot take place in an environment characterised by recurring cases of election-related intimidation, harassment and violence.”

“Fairness means providing equal opportunities and a conducive environment for all the contending parties to present their cases to a public which, in turn, may make a free choice.”

“In a political climate of suppression of opposition parties’ campaigns and other election-related intimidation, harassment and violence, the electorate will not feel free to exercise their right to vote.”

“SERAP is concerned about the growing impunity for election-related intimidation, harassment and violence.”

“Acting swiftly to address the brazen impunity for election-related intimidation, harassment, and violence would also send a strong message to politicians and non-state actors that your government would not tolerate any action that would undermine the people’s right to free and fair elections.”

“Mr Obi was said to be on his way to the airport, when some hoodlums and political thugs reportedly attacked the car he was riding in with heavy stones from his driver’s side, causing substantial damage to the vehicle. Subsequently, another set of thugs also reportedly threw stones outside the stadium which damaged several vehicles.”

“Gunmen also recently reportedly killed Christopher Elehu, the Labour Party (LP) candidate for Onuimo Local Government Area Constituency in Imo State. The gunmen also reportedly set Mr Elehu’s house ablaze and destroyed his properties.”

“The police in Ebonyi State recently dispersed hundreds of supporters of the Labour Party presidential candidate Peter Obi who gathered for a rally in Abakaliki.”

“These cases followed other growing reports of election-related intimidation, harassment and violence in several parts of the country including Abia, Lagos, Imo, Kaduna, and Kano states.”

“Many state governors are reportedly suppressing campaigns by opposition parties within their states. The growing suppression of campaigns by state governors is an indicator of a slide into authoritarianism.”

“Your government has the constitutional responsibility to take immediate and concrete actions to reverse the trend and hold state governors to account for any infractions of the Nigerian Constitution, the Electoral Act, and the country’s international human rights obligations.”

“The Nigerian Constitution provides in Section 14(1)(c) that, ‘the participation by the people in their government shall be ensured in accordance with the provisions of this Constitution.’”

“Similarly, the International Covenant on Civil and Political Rights, the African Charter on Human and Peoples’ Rights, and the African Charter on Democracy, Elections and Governance guarantee the right to political participation, including the right to vote.”

“In particular, Article 13(1) of the African Charter on Human and Peoples’ Rights provides that ‘[E]very citizen shall have the right to freely participate in the government of his country, either directly or through freely chosen representatives in accordance with the provisions of law.’”

“These human rights treaties also require states parties including Nigeria to promote the establishment of the necessary conditions to foster citizen participation, and take effective measures to ensure that persons entitled to vote are able to freely exercise their right.”

“The growing election-related violence would undermine the ability of the Independent National Electoral Commission (INEC) to discharge its responsibilities under Section 153 of the Nigerian Constitution and paragraph 15(a) of the third schedule of the Constitution, and the Electoral Act 2022.”

“Your government has repeatedly expressed commitment to bequeath a free, fair and credible election to Nigerians. Your government should now close the gap between its words and its actions by urgently taking concrete and effective measures to end the escalating cases of election-related violence in the country.”
