A fresh controversy on the appointment of a new Vice Chancellor for the University of Ibadan emerged over the weekend with a petition asking President Muhammadu Buhari who is the visitor to the University to nullify the appointment of Professor Abel Idowu Olayinka as the new Vice Chancellor to replace outgoing Professor Adewole in December this year.
The petition written by the Integrity group of the university faulted the procedures for the appointment of Professor Abel Idowu Olayinka as the new Vice Chancellor describing it as below the standard of the university.
Investigation revealed that the Pro-Chancellor and Chairman of the governing board of the University, Dr. Umar Musa Mustapha had in a report of his meeting with the best six nominated for the Vice Chancellor post hinted that “he received two petitions and wanted members to examine the petitions and take decisions before the commencement of the interactions with the applicants.
He discovered that the first petition was written against Professor A. Olatubosun who was nominated by the university Senate to represent it on the Joint Council-Senate Selection Board for the appointment of Vice Chancellor. It was alleged that Professor Olatubosun did not meet the criteria of becoming a professor. The current Vice Chancellor was alleged to have manipulated the promotion which was backdated to ten years”, he said.
The Chairman also presented the second petition which was related to the first petition, where Dr, A.K. Aremu; representing the University Congregation, was alleged to have become a diesel merchant by using his position as the Chairman of Energy Distribution Committee in the University.
Similarly, the Chairman in a report of one of the council meeting expressed concern and reservation on what he opined to be some measure of compromise by some members of the council. According to him, this was contrary to the initial agreement made by council.
But the Council after deliberations decided that the Vice Chancellor should handle the petition administratively saying there was no point raised in the petitions and therefore should be disregarded since the petitioners name was fictitious and could not be contacted.
But the petition captioned “appointment of a person of questionable integrity(Professor Abel Idowu Olayinka) as Universty of Ibadan Vice Chancellor said it was Unfortunately that the Governing Council ignored some important issues that bothered on the INTEGRITY of Prof. Olayinka that had earlier been brought to the attention of the Chairman through some petitions by members of the University of Ibadan community.

He played this role even with embarrassing strongly positive report when he knew it was not so. In a shameful act of rewarding Prof. Olayinka, the Vice-Chancellor manipulated election of University Senate representative for Prof. Olatunbosun to serve on the Selection Board for appointment of a new Vice-Chancellor. Unfortunately, the Vice-Chancellor organized the internal members of the Governing Council who are more that the external members to step down this important information that shows the character, integrity and judgment of Prof. Olayinka.
There was also information in the petition that Prof. Olayinka was indicted in an Audit Report for engaging in frivolous printing of materials as Dean of Post Graduate School to the extent that the excess found in the store (NOT REQUIRED) at the time of audit some years after he left office was estimated to be over N20million. The VC was said to have argued that the matter had previously been brought to the Governing Council and they found that he had approval to spend; also that the matter was not relevant to appointment of new VC. This is another interesting situation of cover up! How about the motive behind the behaviour by Prof. Olayinka and management of public fund.
Shortly before Prof. Olayinka left office as Deputy Vice-Chancellor (Academic), his official car was stolen. First, the circumstance under which the car was stolen was not discussed (another cover up). Much more on the integrity of the Vice-Chancellor and Prof. Olayinka is the fact that the N3million plus claim paid by the insurance company was paid to the personal bank account of Prof. Olayinka instead of paying to the University. In essence, he got rewarded for a car he lost even before leaving office. Although the VC argued he was entitled to buy the car but is it proper for insurance company to pay claim on a University stolen car to Prof. Olayinka’s personal bank account while he was still Deputy Vice-Chancellor. This poor judgment, abuse of office and lack of integrity”, the petition stated.
The petition then prayed President Buhari to investigate the issues of questionable integrity that was swept under the carpet by the University of Ibadan VC, Prof. Adewole and forcing the same position on the Governing Council that it is not relevant to appointment of a new VC for the University.
And if found to be true, that the recent appointment of Prof. Olayinka by the UI Council be nullified immediately by the Mr. President and Visitor to the University.
That a qualified candidate out of the other two finalists be appointed by Mr. President and Visitor to the University based on integrity, scholarship and other criteria that will advance the vision, mission and values of the University.
That referral of the matter back to UI Council will suffer the same faith because of the larger number of internal members of council than the external member and referral of the cases of academic and financial corruption to relevant government agencies for immediate investigation and prosecution as appropriate.

APPOINTMENT OF A PERSON OF QUESTIONABLE INTEGRITY (PROFESSOR ABEL IDOWU OLAYINKA) AS UNIVERSITY OF IBADAN VICE-CHANCELLOR
It is with utmost confidence in the leadership of President Muhammadu Buhari and support for the fight against corruption at all levels in Nigeria that we write this letter to bring to your attention and intervention, an important dimension to the problem of corruption in Nigeria. It is unfortunate that despite the President’s position on zero tolerance to corruption in Nigeria, the Vice-Chancellor of the University of Ibadan, Professor Isaac Folorunso Adewole is not perturbed in any way. The latest of his abuse of process and corruption is the way he masterminded appointment of Professor Abel Idowu Olayinka as the next Vice-Chancellor of the University of Ibadan. Worried that the “new wind of change” on fight against corruption by your government will expose his atrocities of the past five years, he fought tooth and nail to install Prof. Olayinka to take over from him in order to cover up several academic and financial frauds perpetuated by him as Vice-Chancellor and Prof. Olalyinka as a past Dean of Post Graduate School and Deputy Vice-Chancellor (Academic) under Prof. Adewole.
(A) Professor Abel Idowu Olayinka’s Questionable Integrity
On Wednesday September 09, 2015 the University of Ibadan Governing Council announced appointment of Prof. Abel Idowu Olayinka as the next Vice-Chancellor of the University of Ibadan among three finalists out of the six candidates interviewed on Tuesday September 08, 20 15. Unfortunately the Vice-Chancellor, Prof. Adewole teleguided the Governing Council to ignore some important issues that bothered on the INTEGRITY of Prof. Olayinka that had earlier been brought to the attention of the Chairman through some petitions by members of the University of Ibadan community. Some of the issues include:
That Prof. Olayinka played a questionable role in the fraudulent promotion of Prof. Adeboye Olatunbosun in the Department of Electrical and Electronics, University of Ibadan in 2013 and backdated to year 2002. The promotion was specially arranged for Olaltunbosun who is from the same town, attended the same Ilesa Grammar School with Prof. Adewole and Olayinka, and the Vice-Chancellor’s relation. First, as a Principal Officer and member of the University Management, Professor Olayinka ought not to serve as an Internal Assessor for promotion cases. But he played this role with submission of an embarrassingly strongly positive report when he knew it was wrong to do so. It is even too bad if he claims not to know that it was wrong for him to serve as an internal Assessor as a seating Deputy Vice-Chancellor (Academic). There is no doubt that the University of Ibadan is not short of Professors in Engineering or relevant disciplines like Physics or Mathematics who can better assess Olatunbosun than Prof. Olayinka from Geology. He was only a “tool” that could be used for such job by the Vice-Chancellor (see attachment 1). In a very shameful act of rewarding Prof. Olayinka, the Vice-Chancellor manipulated the election of University Senate representative in July 2015 for Prof. Olatunbosun to serve on the Selection Board for appointment of a new Vice-Chancellor (see attachment 2). Unfortunately, the Vice-Chancellor led the internal members of the Governing Council who are more than the external members to step down this important information that shows the character, integrity and judgment of Prof. Olayinka when the chairman presented a petition on the issue on Monday September 07, 2015 (please see attachment 3).
There was also an information in the petition (attachment 3) that Prof. Olayinka was indicted in an Audit Report for engaging in frivolous printing of materials as Dean of Post Graduate School to the extent that the excess of printed documents found in the store (NOT REQUIRED) at the time of audit some years after Prof. Olayinka had left office was estimated to be over N20million. Prof. Olayinka also needs to explain what happened to the insurance claim of his official car that was stolen shortly before he left office as Deputy Vice-Chancellor (Academic). First, the circumstance under which the car was stolen was not discussed (cover up?). Much more on the integrity of the Vice-Chancellor and Prof. Olayinka is in whose account was the N3million plus claim paid by the insurance company was lodged, Prof. Olayinka or the University account? In essence, Prof. Olayinka got rewarded for a car he lost before leaving office. Although the VC argued that Prof. Olayinka was entitled to buy the car after his tenure BUT is it proper for the insurance company to pay a claim on a University stolen car to Prof. Olayinka’s personal bank account? This is poor judgment, abuse of office and lack of integrity on the part of Prof. Olayinka and the Vice Chancellor.
(B) The case of fraudulent promotion of Prof. Adeboye Olatunbosun
As stated above, Prof. Olatunbosun attended the same home town with the Vice-Chancellor, Prof. I.F. Adewole and Prof. Abel Idowu Olayinka. The three of them also attended the same secondary school (Ilesa Grammar School) along with a former Chairman of the University of Ibadan Governing Council. When that chairman came onboard, the Ilesa Grammer School Old Students’ Association, UI Branch, hosted him to a dinner. It was during the party that the chairman worked out arrangement on how Prof. Adewole was appointed Vice-Chancellor and Prof. Olayinka will be his deputy and then take over in 2015. And how both of them will help Olatunbosun (their senior in school) to become Professor. When the issue of impropriety of alteration of scores for Adewole’s wife promotion by him as Head of Department of O&G was brought up in 2010 (see attachment 4), that chairman blocked all voices of wisdom against Adewole’s appointment and used his position to announce Prof. Adewole as VC even when the NUC and the Federal Ministry of Education were still investigating the allegation.
Dr. Adeboye Olatunbosun became a Reader in1995 BUT the process of his promotion was not concluded until year 2002. During the tenure of Prof A.O. Falase as Vice-Chancellor, the guideline for promotion of academic staff was substantially reviewed. In effect, the new guidelines emphasized more of publications in peer-reviewed journals as against ‘just’ any form of publications. This change affected people like Dr. Olatunbosun who had hitherto been promoted using conference proceedings and unverifiable technical reports as publications. It was in fulfillment of the arrangement by the former chairman in 2010 to help Olatunbosun that the current VC and Prof. Olayinka organized a meeting of Faculty of Technology Appointment and Promotion Panel chaired by a former Dean in 2013 to process Olatunbosun’s promotion paper. It is on record that he was first considered for year 2012 promotion BUT when they discovered that Prof. Olorunnisola’s report was not favourable and indeed negates the two “staged” positive reports, they reverted to use the year 2002 guidelines i.e. before the revision of guidelines by Prof. Falase administration. This is nothing but a gross abuse of the University of Ibadan promotion process and erosion of the value of the University, which is “Excellence and Integrity”.
Not only that Prof. Olayinka abused his position as Deputy Vice-Chancellor (Academic) to have assessed Olatunbosun’s paper; the former Dean called back by the VC to chair the meeting of the Faculty of Technology Appointment and Promotion Panel and Prof. O.E. Charles-Owaba were NOT Professors in year 2002 and therefore NOT qualified to assess the publications for Olatunbosun’s promotion that was back dated to year 2002. When the case eventually got to the University Central Appointment and Promotion Committee, rather than the VC and Prof. Olayinka remaining neutral as will be expected from Management, they were very defensive of the position of the Faculty to bring up a case of year 2002 promotion in 2013. The impunity was compounded when the VC appointed external Assessors who are so junior to Olatunbosun. One of them even blamed the University in his report for delaying Olatunbosun’s promotion to grade of Professor, that Olatunbosun was his teacher in the University. What a mess of the highly cherished University of Ibadan process of promotion by Prof. Adewole, Olayinka and others. The few members of the University Appointment and Promotion Committee that spoke against the fraudulent promotion case are today on the ‘hate list’ of the VC and his cohorts.
In addition, the VC Prof. Adewole lied in his response to a petition on the case of fraudulent promotion of Olatunbosun forwarded to him by the National Universities Commission, Abuja for comments. He wrote that a former Dean of the Faculty of Technology, late Professor Omole was the one that forgot to process Olatunbosun’s paper. That Olatunbosun had applied since year 2003/2004. Nothing can be far from truth! The question is why did Olatunbosun wait until year 2013 before asking question about his application for promotion if he indeed applied before Prof. Omole died? It is well known that Prof. Olatunbosun was very close to the Administrations of Prof. Falase and Bamiro (10 years), and he waited until 2013 to ask? It is also a requirement for candidates applying for promotion to the grade of Reader or Professor in the University of Ibadan to submit a copy of their application package to the Establishments Office of the University. Did they forget to process the paper for 10 years too? There is no doubt that Prof. Adewole and Olayinka’s roles in compromising the University process was only playing the script left by the former said chairman to “take care” of their brother and senior in school. The case has become a terrible NEGATIVE reference in the University about standard of publications for promotion. It is on record that Olatunbosun was promoted to the grade of professor with only 3 journal articles, 7 conference proceedings and 14 technical reports that are not citable. This is truly fraudulent and abuse of office on the part of the trio of Prof. Adewole (Vice-Chancellor) as well as Prof. Olayinka (Deputy Vice-Chancellor (academic) and the former Dean who allowed himself to be used for a dirty job.
(C) Compromise of Process of Appointment of Vice-Chancellor in favour of Prof. Olayinka by the Vice-Chancellor, Prof. I.F. Adewole
As stated above, Prof. Adewole had entered into an oath since 2010 to do everything possible to make Prof. Olayinka succeed him as Vice-Chancellor in 2015. The plan became more compelling in view of the role a former chairman played to help Adewole over the scandal of his wife’s promotion in 2010. Prof. Olayinka’s election as Deputy Vice-Chancellor was a walk over in 2010 by pairing him with a prearranged candidate who was compensated with immediate appointed as Director of Quality Assurance with a full secretariat and official car! Prof. Olayinka was returned for a second term as Deputy Vice-Chancellor by a voice vote during “AOB” time of a Senate meeting. The first time a deputy VC was by a voice vote.
Prof. Adewole personally recruited many Senate Members he had previously compromised through appointment or membership of some committees managing well-funded projects for election that held in July 2015 as internal members of the University Governing Council. Examples are Dr. A.K. Aremu who is the immediate past chairman of the local Academic Staff Union of Universities (ASUU) and now National Treasurer of ASUU. Dr. Aremu has been chairman of a committee of academic staff (in place of regular technical/administrative staff) set up by the VC for supply and monitoring of use of diesel in the University. The University Senate was informed that the role of committee will be to monitor use of diesel but within a short time, the committee took over both supply and use of diesel. This committee is known to engage in abuse of procurement rules e.g. it is an open secrete on campus that the chair of the committee uses unsupplied diesel invoices to siphon University money with the knowledge of the Vice Chancellor. In their desperation for status quo, Dr. Aremu was rigged into becoming a member of UI Council (attachment 2).
Prof. Bayo Okunade is the Director of the University Distance Learning Centre where a lot of money is generated and contracts awarded as per arrangement between Prof. Okunade and the VC. Similarly, Prof. Alada is the immediate former Dean of Students, appointed by the VC. Prof. Ayoola got elected into UI Council for the second term on a promise that he will be appointed Director of General Studies Programme. Further, it is an open secret on campus that the two serving Deputy Vice-Chancellors were made to pledge support for candidate of the VC, Prof. Adewole in 2015 VC race before they were nominated for election about a year ago. In summary, Prof. Adewole ensured that he had the majority of the internal members of UI Council in his pocket before the exercise for appointment of new VC commenced in July 2015. All these people currently work with the VC in one capacity or the other and at the same time members of Governing Council, which is expected to be dispassionate. It is clear that their expected neutrality is completely compromised by their role in the day-to-day administration with the Vice Chancellor.
With agreements, inducement and oath taking following several meetings by majority of the internal members in the private residence of Prof. Okunade (whose family is in the UK) scores were predetermined and applicants for the position of Vice-Chancellor already ranked even before the shortlisting exercise of Monday September 07, 2015. Prof. Okunade said openly during the Council meeting of September 09, 2015 that some of the members were just reading the application documents submitted by candidates while the interview was in progress. How then did they score the candidates?
The most nauseating situation was the stage-managed election of Prof. Olatunbosun to serve on the Selection Board that interviewed the shortlisted candidates. This is someone whose promotion is being challenged by the University Community. The VC and internal members were said to have vehemently opposed discussion of a petition against the membership of Prof. Olatunbosun in the Selection Board (see attachment 5). The reason is not far fetched, the VC brought Prof. Olatunbosun to the interview panel to help Prof. Olayinka as a reward in the role the latter played in the former’s fraudulent promotion and also to be sure that the case will not be revisited in the five-year tenure of the next Vice-Chancellor when Prof Olatunbosun will be due for retirement.
Prof. Olatunbosun and Adebolwale played Prof. Adewole’s script during the interview. Briefly, they overwhelmed the chairman with arguments on any issue! For instance, funding and ability to raise fund was allotted 25% in 2010 when Prof. Adewole was interviewed, which gave him clear edge over the other applicants that time. Interestingly the same criterion was reduced to 5% in the 2015 exercise because many of the other candidates are stronger than Prof. Olalyinka in this area. Despite Olayinka’s low record in the area of grant sourcing, he was still scored the highest of 4.4/5……an amazing situation (see attachment 6). Similarly in other areas, Prof. Olayinka had almost perfect scores even when it is clear from the application documents and interview that other candidates are better. A careful forensic review of the individual score sheets, first by each of the five Selection Board members that conducted the interview and range of scores for each of the 6 candidates interviewed will show the injustice meted to these highly respected Professors who offered to serve this great country. In addition, comparison of the vision of each of the candidates and their CV will show who is indeed the best candidate to bring forth the much needed actualization of the vision of the University of Ibadan, “to be a world class institution for academic excellence geared towards societal needs”. The frustration experienced by the chairman of UI Council is clear from his closing remark during their meeting after the shortlisting interaction on Monday September 07, 2015 when he said “—— “ (attachment 5).
(D) What are the motives of the outgoing Vice-Chancellor, Prof. Adewole and his clique members?
It is very clear that Prof. Adewole needs someone to cover up a lot of his mess in office after 30 November 2015. Not only that he sworn to an oath since 2010 to make Prof. Olayinka succeed him as Vice-Chancellor especially that they are joint perpetrators of several fraudulent practices. Some of these corrupt acts needing urgent investigation by the relevant government agencies like EFCC, ICPC, Code of Conduct Bureau, DSS and the Presidency include,
Fraudulent promotion of Professor Adeboye Olatunbosun in the Department of Electrical and Electronics. The promotion was backdated 10 years with no one sure if arrears of 10 years was paid instead of maximum 12 months allowed by the extant regulation of the government.
Professorial appointments in the Departments of Mathematics, Law, Petroleum Engineering, Statistics etc which Professor Adewole fraudulently handled by deliberately not taking the Curriculum Vitae of the candidates to the Central University Appointment and Promotion after their interview and even when their external Assessors’s reports were presented. The University regulation in the staff information handbook requires that the same requirements for promotion shall apply for appointment. In their nepotism, Prof. Adewole and Prof. Olayinka (as Deputy Vice-Chancellor Academic) selectively processed these fraudulent professorial appointments for their Ilesa brothers and sisters. All the beneficiaries of these fraudulent appointments are from Ilesa, the hometown of Prof Adewole and Olayinka with an exception of Prof. Charles-Owaba who also participated in the assessment of Olatunbosun. They want someone who can continue this corrupt practice in the person of Prof. Olalyinka.
Records from the University Bursary show that well over N1billion naira has been spent by Prof. Adewole to upgrade the University Teaching and Research farm. Unfortunately not much is on ground to show for this huge expenditure in a University where there are no functional teaching laboratories. Fraudulently, substantial infrastructures and breeding animals meant for the University farm have been DIVERTED to Prof. Adewole’s personal multi million-naira farm at IROKO VILLAGE ALONG OYO ROAD FROM IBADAN. This is an open secret among staff and students of the University especially those in the Faculty of Agriculture. Prof. Adewole needs a person of Prof. Olayinka to cover up for him.
One Mrs Adewole (VC’s cousin’s wife) employed as a temporary staff by Prof. Adewole around December 2012 and posted to the Pension Office opened a bank account in the name of a man (a fake pensioner) and diverted a lot of the University money into the account until the bank discovered the fraud when a huge amount was paid into the account as arrears for a 35 year old man! Prof. Adewole covered up and nothing has happened to the lady. Prof. Adewole needs someone in person of Prof. Olayinka to cover up for him after 30 November 2015 when his tenure as VC will end.
Prof. Adewole needs a cover up for the N37million paid to a lady to renovate the VC lodge without any work done and the contract for the same work awarded again. The former Director of Audit, Mr. Akinremi (now Director of Procurement) raised audit query, which was suppressed following a robbery attack on Mr. Akinremi and his official car stolen. Prof. Olayinka is the one who can cover up this type of mess.
Prof. Adewole needs a cover up for the huge amount of contract sum on conversion of Akwba Dam bank to a tourist centre of which very little has been done on the project since 2012. It is Prof. Olayinka that he trusts to cover up for him.
It is also an open secret that some of the Contractors handling the major capital projects in the University are fronting for him.
Prof. Adeboye Olatunbosun who is also fronting for him handles the electrical works (repair and installations) instead of the Engineers in the Works and Maintenance Department etc.
As stated above, Prof. Adewole’s cliques handles major supplies like diesel instead of staff of the Works and Maintenance Department. The clique wants to continue these fraudulent practices with Prof. Olayinka as Vice-Chancellor is part of CABAL.
A careful audit of how money accruing to the University of Ibadan from the Post Graduate School and the Distance Learning Centre will also show why Prof. Adewole and his clique will want someone like Prof. Olayinka to continue the practice. Sadly, there is very little to show for the billions of naira that the University of Ibadan generates annually from these two highly subscribed programmes. Presently, the University of Ibadan has over 16,000 students in its distance learning programme and another over 16,000 students enrolled in its PG programmes.
Countless number of cases of expenditures from the PG School and Distance Learning accounts without due process.
It is an open secret in the University Community that the disorganization of the Central Administration Offices in the name of renovation and expansion is deliberate. The main purpose of the expansion project by Prof. Adewole is to ensure that essential documents that may be required for any future investigation are removed or disorganized in such a way that it will be impossible to trace. It is important for the office of EFCC/ICPC/Code of conduct bureau/DSS and other agencies that will be involved in investigation of this matter to take note of this point.
(E) University of Ibadan Governing Council NOT able to appoint of a new University Bursar
It will interest Mr. President that the Governing Council of the University had to direct the Registrar to put up another advertisement for the position of the University Bursar following an intriguing observation that only one out the 13 applicants for the position is qualified to be shortlisted for interview. And that person applied from a College of Education where the current Registrar was appointed by Prof. Adewole’s administration about 4 years ago. None of the 5 Deputy Bursars and 10 Chief Accountants in the service of the University of Ibadan met the required qualifications advertised by Prof. Adewole. The outgoing Bursar was quoted as saying that he gave the exact requirements advertised when he was appointed about 5 years ago but the VC, Prof. Adewole and the Registrar modified it without the Bursar’s knowledge to the extent that all the internal applicants were deliberately excluded but tailored in favour of the candidate from the College of Education.
Without any iota of doubt it is clear from this action that Prof. Adewole does not want any of the serving Deputy Bursars who are familiar with the system and records to be appointed as the next University Bursar but someone well known to the Registrar for purpose of cover up and control of information in the bursary. Again, cover up and cover up!
(F) Prayer and Humble Request
In line with the several pronouncements of ZERO TOLENRANCE TO CURROPTION by President Mohammadu Buhari and the trend of actions that show sincerity of the President to fighting corruption at all levels in Nigeria, our humble requests are:
Investigation of the issues of questionable integrity that was swept under the carpet by the University of Ibadan VC, Prof. Adewole and forcing his position on the Governing Council that it is not relevant to the appointment of a new VC for the University.
(a) And if found to be true, that the recent appointment of Prof. Olayinka by the UI Governing Council as the next Vice-Chancellor of the University be nullified immediately by the Mr. President and Visitor to the University.
(b) That a qualified candidate out of the other two finalists be appointed by Mr. President and Visitor to the University based on integrity, scholarship and other criteria that will advance the vision, mission and values of the University.
(c). That referral of the matter to UI Governing Council will suffer the same faith because of the larger number of internal members of council than the external members and the compromised position of the internal members.
Referral of the cases of academic and financial corruption to relevant government agencies for immediate investigation and prosecution as appropriate.
IN CONCLUSION, STARTING THE LONG OVERDUE CLEANING OF OUR EDUCATIONAL SECTOR FROM THE UNIVERSITY OF IBADAN WILL BE MOST APPROPRIATE WITH THIS CASE IT WILL SEND THE NECESSARY STRONG SIGNAL TO OTHER INSTITUTIONS IN THE SECTOR ABOUT ZERO TOLERANCE TO CORRUPTION IN OUR TERTIARY INSTITUTIONS IN NIGERIA.
