WASHINGTON, D.C. – Mike Arnold, the founder of Africa Arise International and a former Texas mayor, has formally called on the United States government to launch a high-level investigation into the Sultan of Sokoto, Alhaji Muhammad Sa’ad Abubakar III, alleging the prominent leader is a sponsor of terrorism.

In a detailed policy memorandum released in April 2026, Arnold claims that the Sultan has leveraged his religious and traditional influence to facilitate the activities of extremist groups in Nigeria’s North and Middle Belt. Arnold alleges that the Sultan has historical ties to international terror networks dating back to his military service in Pakistan and Afghanistan, and he characterizes the ongoing violence against Christian communities as a “jihadist genocide” orchestrated with the Sultanate’s knowledge.
“We are asking the U.S. State Department to look into the Sultan’s role in these massacres and his potential designation under laws governing Foreign Terrorist Organizations,” Arnold stated during a recent briefing.
The Sultanate’s Rejection
The Sultanate Council of Sokoto has vehemently denied the claims, describing Arnold as a “sensationalist” who is misinformed about the complexities of Nigerian security. In a formal rebuttal, the Council highlighted the Sultan’s long-standing reputation as a peace builder and co-chair of the Nigeria Inter-Religious Council (NIREC).
“Mike Arnold is peddling dangerous falsehoods that threaten the religious harmony of our nation,” a spokesperson for the Sultanate said, adding that they are currently reviewing legal options for a defamation lawsuit against the American activist.
Pressure in Washington
Despite the Sultanate’s dismissal, Arnold’s campaign has gained traction among some U.S. lawmakers who are concerned by the escalating death toll in Nigeria. As of April 23, 2026, Arnold continues to push for a Congressional inquiry, urging the U.S. to freeze assets associated with the Sultanate until a thorough investigation is completed.
While the Nigerian government maintains that the Sultan is a key partner in national stability, the vocal demands from Mike Arnold have added a new, highly personal dimension to the international debate over the cause of Nigeria’s persistent insecurity.
