The corpse of Chimaobi Okoye [Aged 22] was recovered by the father last week and deposited at the morgue located near the Nnewi Teaching Hospital, Anambra. As 247ureports.com gathered, the late Chimaobi Okoye was shot dead by the police in Anambra State on February 2013 and dumped at the Nnewi Teaching Hospital as John Doe.

Late Chimaobi Okoye hails from Obosi, Anambra State – and was a Architecture student at the Oko Federal Polytechnic .

Late Chimaobi Okoye was arrested by the police anti robbery squad [popularly referred to as SARS] on the second week of January 2013 over allegations of stealing a motorbike. Upon his arrest, he was brought into to the Ula, Ekwulobia SARS office in Aguata Local Government Area [LGA] where he was ‘interrogated’ and made to sign a pre-prepared statement.

A day following the ‘interrogation’ – the father to Chimaobi was alerted of the arrest – he paid his son a visit at the Ula Ekwulobia SAR Station. While talking to his son – he noticed heavy bruises and open wounds – which his son indicate were inflicted by the men of SARS – he also told his father that he was forced to append his signature on a pre-prepared statement.

After having met with his son, the father proceeded to discuss with men of SAR at the Ula Ekwulobia Station. In discussion with the officers –  it was made open that the late Chimaobi was arrest for the theft of a motorbike. The officers added that the robbery was not an armed robbery. They however requested from Late Chimaobi’s father the sum of N300,000 for ‘bail’ – to grant the release of his son – but the father told the officer that he had only N33,000 – and that he needed more time to raise the requested amount.

When next the father came around, the next day, he was told his son had been moved to the SARS station at Awkuzu in Anambra State.

He never saw his son again alive. The SARS officers refused to disclose the whereabouts of his son. It took the courageous act of a civilian attacked to the SARS station to reveal to the father – that his son had been executed and dumped at the hospital in Nnewi. The civilian revealed that the corpse was dumped at the hospital – with the excuse that the prisoner was being transported from one station to the other – when he attempted to escape – and was shot – twice in the chest.

The Senator representing the Anambra Central Senatorial District – Dr. Chris Ngige is reported to have been briefed on the extra-judicial killing – and has promised to resolve the case – and bring the culprits to book. But nothing has come of the promise.

The chief spokesperson of the police force stationed in Anambra, Chukwuemeka Chukwuemeka in talking to 247ureports.com indicated that the situation is too dicey to authoritatively comment on. He indicated that more investigation would be required before the police release a statement on the matter. 

Meanwhile, the suspected SARS officers who did the shooting are reported to have gone missing – away from their station. None of the SARS officers were willing to open-up on the whereabouts of the SARS officers.

Below is the text copy of the petition sent to the Police Inspector General  – 

 

Under serious apprehension of the safety of my son [CHIMAOBI OKOYE] not being certain, I had made a passionate appeal on 5th February, 2013 to your good offices to direct that I be granted access to him.

The handling by the Commissioner’s office of your letter Ref. CZ.7050/IGP.SEC/ABJ/VOL.42/306 dated 7th February, 2013 addressed to the Commissioner of Police, State Headquarters, Awka, Anambra State have heightened my suspicion about my son’s safety. I wish therefore to state in details the issues concerning my son and his detention by State Anti Robbey Squad [SARS] Ekwuluobia since 17th January, 2013.

My son’s name is Chimaobi Olisaemeka Okoye, an ND 2 Architecture student of Federal Polytechnic Oko, AnambraState. He is aged twenty-two [22] years [birthday on 8th February, 2013].

I received a phone call from one man who identified himself as Aloy, an IPO in the case involving my son at Ekwelobia SARS Office, on Friday, 18 th January, 2013 at about 11.00 am. The call made from GSM number 08094767762 [which he claimed was his] asked me to report at their office because my son Chimaobi was arrested on a case of motorcycle snatching on the 17 th of January, 2013 with another person. Upon this information, I went to SARS station at Ekwulobia. When I got there at about 1.45 p.m., I called the IPO- Aloy on his mobile phone which he answered and came out to take me into their office.

He brought my son handcuffed with one other who identified himself as Chinwenwa Ogbazi also from Obosi. My son was in serious pains due to the beatings he said was by the police. His right knee he told me was fractured with gun booth, his right check was swollen with marks he said was from gun nuzzle, and also the right side of his body up to the chest has visibe signs of bruises. He told me they inflicted those injuries on him when he demanded that they should read out the charges they were forcing him to sign. This information he gave in the presence of two men of SARS Ekwulobia namely Aloy and Ben. With their permission, I bought food for the two accused and pain relieving drugs to mitigate the pains from a drug shop close by. I expressed my displeasure to Aloy and Ben for the dehumanizing treatment meted to the two suspects in their custody. The IPO in his words told me, and I quote “that they were luck that they were not armed with even a knife, otherwise they would have killed them”.

I became incensed and demanded to meet the Commander of the Station whom they told me his name is Olotu; but they said, he went to the hospital except if I could wait, I will see him. I waited until 5.50 p.m. exactly when I requested them to take me to the Commander, but they refused, instead the one known as Ben volunteered to go to consult him at the hospital to discuss condition for the suspects bail. He came back later around 6.40 p.m. and told me in the presence of Aloy – the IPO that his boss asked me to pay three hundred thousand Naira [#300,000.00]  to secure the release of both of them. I frowned, chastised them and told them I could not afford such money, but as it was getting late, I told them I will return the next day – 19th January, 2013 to meet the Commander in person. I encouraged my son and his co-accused to take heart and promised them I will return the following day, I even gave them money for feeding in the morning on the approval and presence of the two policemen. I must add that while I was waiting to see the Commander, I noticed from the distance a man shouting at the front of SARS Office Ekwulobia. One Lady SARS Operative who later gave her name as Nkechi from Awka was calming him down. The man whose features I noticed well later entered a bus which drove off from the premises. When later I requested the said Officer – Nkechi if she could help me contact the complainant in my son’s case, she told me it was the man she was talking to who just left. She further told me the man was asking that his motorcycle be released to him, and promised to connect us upon which we exchanged phone numbers.

When I arrived at the Ekwulobia Station at about 12.50pm on Saturday, 19th January, 2013, I met Aloy and Ben who told me that the Station Commander was on drip at the hospital and that upon receipt of a signal from SARS Anambra State Headquaters, Awkuzu; they have transferred the suspects there. I proceeded to Awkuzu where I met the Deputy Commander [known as 2i/c], Chief Joe alias “Ochiobodo” who asked me to repeat, the next morning, through a Sunday to enable him inquire. As I was leaving the Awkuzu Station at about 5.00pm I saw the IPO- Aloy and Ben going into the station with another man I recognized as the person who claimed his motorcycle was snatched. I confronted Aloy to explain to whom he handed my son, but he said it was against their procedure and they hurriedly went into SARS compound and refused to me me again.

 

On 20th January, 2013, I met the 2 i/c at the Awkuzu Station gate at 9.20am where he confided in me that he lives inside the statation and that they received the report about my son. He told me not to worry but to return in two weeks time. I protested and informed him of my son’s claimed innocence and the wounds that need to be properly treated; he drove off leaving me standing there.

The following day, I visited Awkuzu and started making enquiry about my son’s presence in any of their detention cells, but no one could give me any information. I repeated such visits for another three times, when one of the officers advised me to check other SARS satiations in Anambra State. This led me to Nnewi, Ihiala, Umunze, Awka, Otuocha and Onitsha SARS Offices, but I could not locate mt son. I returned to Ekwulobia SARS on Thursday, 24th January, 2013 when I was led to all the cells without finding my son. To my greatest surprise, I was told to enquiry that the IPO-Aloy and Ben have been transferred out of Ekwulobia on special duties. This disclosure heightened my apprehension and I then suspected that all may not be well with my son.

I went to Awkuzu to complain to 2 i/c – Chief Joe [Ochiobodo] who had earlier promised to assist me trace my son’s location, surprisingly; he started evading meeting with me. He gave me appointment to meet him three times but did not honour any, and he stopped picking my calls. I made several other attempts with a lawyer to see the SARS State Commander at Awkuzu – Mr. James Nwafor, but he reportedly turned down such requests and shunned us on the last attempt on Monday, 4th February, 2013. At the Station reception, I saw the Ben of Ekwulobia SARS, who on recognizing me flared up. The above attitude among others prompted my passionate appeal to the Inspector-eneral of Police on 5th February, 2013.

Now, having visited the office of the State Commissioner of Police at Awka three times with my Lawyer where his staff always turned us back on the excuse that he shall invite us when he wills; I suspect  it is the continuation of the same tactics not to produce my son. With waned confidence in Anambra State Police Command, I petition for your prompt intervention to release my son. The Commander, SARS Awkuzu – Mr. James Nwafor it was rumoured boasted to some women who came to see him in his office on Tuesday, 12th February, 2013 that “Chimaobi Okoye, who is a criminal was shot on 19th January, 2013 and he died on the way to Nnamdi Azikiwe University Teaching Hospital, Nnewi”. I could not believe the story as it remains a rumour which is yet to be confirmed. Furthermore, could it be that he ordered my son’s killing? If it were so, would they not have informed me?

From the foregoing, you can see the reason for my apprehension, and given the notoriety of extra-judicial murder by the men of SARS Police Anambra State, I fear for my son’s safety. If my son had committed any offence, I will not shield him from being tried in a court of Law and jailed if found guilty by a court of competent jurisdiction with a permissible time frame.

I am therefore praying that you use good offices to save my son from imminent danger as indicated by the behaviours of the Police in Anambra State who are hiding the true position of my son from me.

Anambra 2014: PDP Must Restore Peace, Electorates’ Confidence

If there is anything the Peoples Democratic Party (PDP) needs to return to winning ways in Anambra state, to be able to upstage the ruling Gov Peter Obi’s All progressives Grand Alliance (APGA), it is peace.

The party must also convince the electorates to be able to trust it again as before. This was the panacea the party needs to clinch the governorship seat in the state once again.

This was the submission of a governorship hopeful and a fresh face in the usual line-up, Chief Walter Ubaka Okeke.

The University of Nigeria trained chartered accountant and key player in the oil and gas sector in the nation’s economy said he was convinced to come out in an effort to rescue the state from the social malady that has besieged her.

He noted that the party in the state has been in turmoil for too long and it has affected the development of infrastructures and services. While calling for intense prayers for our leaders, the guber hopeful urged them to drop egotism and think more about the electorates’ expectations and welfare.

According to him, “the economy of the state is comatose; we want to see all the kidnappings stop. All the insecurities must stop as its discouraging both foreign and local investors and such were affecting social life of the state. We need to eliminate religious politics and politics of bitterness…”

Okeke admitted he was willing to take leave of absence from his private businesses to rescue Anambra state, her economy and citizens. That the people need a new song and lease of life.

Chime moves to revive Enugu Cool Industry

The Enugu State Government has began talks with some foreign experts in Coal processing on the possibilities of reactivating the abandoned coal industry in Enugu and its utilization to generate and augment power supply in the state.

 

Thee State Governor, Mr. Sullivan Chime announced this in an address to mark the Enugu State Special Day and closing ceremony of the twenty-four Enugu International Trade Fair at the Fair Complex, Enugu.

 

Governor Chime who was represented on the occasion by the Commissioner for Commerce and Industry, Dr. Jude Akubilo explained that Enugu had become one of the fastest growing economies in Nigeria and a destination of choice for both foreign and local investors.

 

The Governor stated that in addition to the recent agreement with the Vitenamese Company for the reactivation of the Sunrise Flour Mills, the state government had also granted a certificate of occupancy to Beverages Manufacturing Company to commence production at Nsude in Udi local government area.

 

He maintained that government was able to attract a good number of investors to the state through its aggressive infrastructural development in parts of the state in addition to improved security of lives and property of residents of the state.

 

Governor Chime commended the ECCIMA for the good planning and excellent execution of this year’s fair and thanked all the participants for their friendly collaboration which had contributed to the economy of the state.

 

Earlier in his speech, the President of the Enugu Chamber of Commerce, Industries and Mines and Agriculture (ECCIMA), Dr. Theo Okonkwo expressed appreciation for the state government’s giant strides in infrastructural development and urban renewal which he described as a boost to the activities of the chamber.

 

Dr. Okonkwo promised that ECCIMA was prepared to partner with all stakeholders for the improvement on the operations of the organization.

 

In a goodwill message, the Chairman House Committee on Commerce in the Enugu State House of Assembly, Mr. Matthew Ugwueze assured the commitment of the House to ensuring full reactivation of all the state owned industries through active collaboration with the executive arm.

Revealed: How ACN, ANPP, APGA, CPC May Share Positions In APC

With its victory in the acronym “war” almost certain, the All Progressives Congress is set to meet in Abuja on Thursday, April 4, to take a final decision on all the documents that will accompany its application for registration to the Independent National Electoral Commission, INEC.

The meeting will draw attendees from the national leaderships of the four merging parties and the Joint Inter-Party Merger Committee, JIMC, which is coordinating the merger deal. The parties are Action Congress of Nigeria, ACN; Congress for Progressive Change, CPC; All Nigeria Peoples Party, ANPP, and; a faction of the All Progressive Grand Alliance, APGA.

The JIMC had earlier in the month set up three subcommittees, comprising 20 members each, to design the association’s constitution, manifesto, logo and slogan as well as determine and examine all legal issues that will ensure full compliance with all legal issues relating to the process of merger.

A member of the Merger Committee told PREMIUM TIMES in confidence on Thursday that the meeting will centre largely on the constitution of the APC and agreements/understanding among the merging parties. The Constitution Subcommittee had a Herculean Task of examining the constitutions of all the four parties in order to produce a common constitution agreeable to the partners, the source said.

The source added that after the meeting, the parties in the merger deal will hold their respective national conventions where the documents will be approved by their members.

“That meeting will finalize everything relating to the merger and thereafter the parties will convene their national conventions,” he added.

“At the conventions, each party will formally inform their members that they are going into merger and that the current identities of the parties will cease because their certificates will be cancelled. The certificates will be returned to INEC and those parties will cease to be known by their current names. It is after the convention that the interim officials will be picked for the purpose of INEC’s registration requirements and afterwards the substantive officers,” the source said.

Sharing positions

It was further gathered that in order to minimize contentions among the merging parties, two positions are already being canvassed by a section of the JIMC for choosing the members of the interim and substantive members of the association’s organs such as the National Working Committee (NWC), National Executive Council (NEC), and Board of Trustees (BoT) of the association, both at the national and state levels.

One of the modalities being canvassed, our source disclosed, is that the choice of the national officers should be based on the result of the 2011 presidential election while that of the state officials should be based on the results of the governorship elections.

If this first option is eventually adopted, CPC which polled the highest number of votes among the merging parties during the 2011 presidential election may produce the national chairman while the deputy chairman or secretary may emerge from ACN.

According to the presidential result declared by INEC, CPC’s candidate polled 12, 214, 835 votes; ACN, 2,079,151 and; ANPP, 917,012. APGA did not present a candidate in that election.

Option B

The second option is that the choice of the officials at the national level should be based on the numerical strength of each of the parties at the National Assembly and State Houses of Assembly.

If the second position is eventually adopted, the ACN may produce the chairman of the association since it has the highest number of members in the National Assembly while the CPC, which has the second highest number of seats, may pick the position of the deputy national chairman or national secretary.

If similar modality is adopted in picking the state officials of the proposed party, the ACN which is in control of six states (executive and legislature) will produce the key officials in Lagos, Ogun, Osun, Oyo, Ekiti and Edo State. The CPC will produce key party officials in Nasarawa State and perhaps in Niger and Katsina States where it is visible.

On its part, ANPP will produce the key officials in Borno, Yobe and Zamfara States.

Furthermore, the performance of each party in the governorship election will determine which of them will produce the chairmen of the association in the states where all four are not visible or did not win elections.

The APGA Conundrum

However, it is not clear how APGA will be factored into the arrangement if any of the two modalities is adopted either at next week’s meeting or subsequent ones after the conventions of the merging parties.

The party did not present candidate in the 2011 presidential election. Worse still, the only APGA governor identifying with the merger deal, Rochas Okorocha of Imo State, appears not to be on the same page with the two factions of the party.

Both the faction led by Victor Umeh who was deposed by an Enugu High Court as the national chairman in February and the other one led by Maxi Okwu and supported by the Anambra State Governor (also a member of the party), have dissociated themselves since from the merger deal.

However, if the second option is adopted, it is only in Imo State where Mr. Okorocha holds sway that APGA will present the key officials of the association or party as the case may be.

A member of the Constitution Drafting Sub-Committee, John Oyegun, confirmed the April 4 meeting to PREMIUM TIMES in a telephone interview. He, however, denied that the issue of picking interim officials is already on the table.

“No, we have not got to that stage (choice of officials). That is not our priority now. We will not discuss that until after the conventions,” the former Edo State Governor said.

NUJ National President, Others Escape Air Crash In Lagos

Malam Mohammed Garba, the National President, Nigeria Union of Journalists (NUJ) and other passengers on board a Royal Air Maroc, on Thursday escaped an air crash in Lagos.

Garba said concerning the incident that eight NUJ executive members, himself and other passengers, boarded the aircraft in Lagos on their way to Casablanca, Morocco, en-route Cotonou in Benin Republic.

“We were travelling aboard a Boeing 737-800 aircraft belonging to Royal Air Maroc and made an emergency landing early on Thursday at the Murtala Mohammed International Airport, Lagos, due to a technical fault.

“My brother, it was a very sad experience as we noticed from the takeoff that the aircraft seemed to be shaking. “I was leading eight other journalists from Nigeria to the Federation of African journalists (FAJ) congress in Casablanca, Morocco.

“As soon as we were airborne, the aircraft could not attain the normal altitude expected of a plane that was going on an international journey.

“The pilot, after trying his best, announced to the passengers after an hour that he had to do an air return to Lagos.

“We thank God that all the passengers that boarded the aircraft are alive now.”

Garba, who commended the effective communication between the pilot and the control tower in Lagos, however said that the aircraft also found it difficult to land in Lagos.

He said that the aircraft, which came from Casablanca en-route Cotonou to Lagos, was said to have had a similar problem on its earlier trip.

The NUJ president, however, could not ascertain the number of passengers on board the aircraft.

Medical And Dental Council Approves Abia State Specialist Hospital And Diagnostic Centre For Medical Internship Training.

The Medical and Dental council of Nigeria has approved Abia state specialist Hospital and Diagnostic centre for medical internship training.

In a statement by the chief press secretary to the governor, Ugochukwu Emezue the state chief executive, Chief TA Orji commended the council for the approval.

The governor stated that this development is a big boost to his administration’s quest to bring health to the door step of every Abian.

Chief Orji said that the internship accreditation team from the Medical and Dental Council of Nigeria, that visited Abia specialist Hospital and Diagnostic centre in February 2013, were impressed with what they saw, hence the council’s approval for the hospital to be accredited for medical internship training of sixteen house officers.

The Abia state number one citizen hinted that his administration is not resting its oars, as it is determined to take the Abia Specialist Hospital and Diagnostic Centre to an enviable height.

He urged Abians to continue to support his administration’s health projects as exemplified in the current upgrading of Amachara, Arochukwu and Okeikpe General Hospitals, and the establishment of over 250 health centers.

Nelson Mandela Back In Hospital With Lung Infection

Former South African President Nelson Mandela has been readmitted to hospital with the recurrence of a lung infection.

A statement from the South African presidency said Mr Mandela, 94, had been admitted just before midnight.

Mr. Mandela spent 18 days in hospital in December undergoing treatment for a lung infection and gallstones.

He is widely regarded as the father of the nation for leading the struggle against apartheid.

Mr. Mandela served as South Africa’s first black president from 1994 to 1999. However, his health has caused concern for some time.

A presidential spokesman told the BBC that Mr Mandela was conscious and was receiving the best possible medical treatment.

“I think we need to be clear that the doctors are attending to Madiba [Mr Mandela] on a continuous basis,” spokesman Mac Maharaj said.

“They prefer to act on the side of caution, and the moment they felt there was a recurrence of the lung infection, they felt that it warranted immediate hospitalisation given his age and given his history.”

However, the BBC’s Andrew Harding in South Africa says the abrupt nature of Mr. Mandela’s late-night admission is likely to raise concerns. The presidency has not identified the hospital where he is being treated.

Appeal for prayers

The government statement said President Jacob Zuma wished Mr Mandela a speedy recovery.

“We appeal to the people of South Africa and the world to pray for our beloved Madiba and his family and to keep them in their thoughts. We have full confidence in the medical team and know that they will do everything possible to ensure recovery,” President Zuma said. The former president is often fondly referred to by his clan name, Madiba.

The governing African National Congress also called for prayers for the former leader.

“During these trying times we wish President Mandela well and for his family to be strong,” the ANC said in a statement.

“We are confident that the treatment will be successful as he is in professional and competent hands,” it added.

It is the fourth time Mr. Mandela has been admitted to hospital in just over two years.

He first contracted tuberculosis in the 1980s while detained on the windswept Robben Island where he served 18 of the 27 years he was imprisoned for sabotage. His lungs are said to have been damaged when he worked in a prison quarry.

Despite his long imprisonment, Mr. Mandela forgave his former enemies and as president urged South Africans of all races to work together and seek reconciliation.

In 1993 he was awarded the Nobel Peace Prize. The treatment he received in December 2012 was his longest spell in hospital since leaving prison in 1990. Earlier this month he spent a night in hospital following a check-up. Mr. Mandela retired from public life in 2004 and has been rarely seen in public since.

His main home is in Qunu, a small rural village in Eastern Cape province, where he says he spent the happiest days of his childhood.

However, doctors said in December he should remain at his home in the Johannesburg neighbourhood of Houghton to be close to medical facilities.

 

 

UN Forum: FG, Stakeholders To Brainstorm Over National Report

The Office of the Senior Special Assistant to the President on Millennium Development Goals, OSSAP-MDGS will hold a national workshop for the preparation of a national report that will be presented by the Nigerian Country team led by Dr. Precious Gbeneol, Senior Special Assistant to the President on MDGs as Nigeria’s National Voluntary Presentation, NVP at the High Level Substantive Session of the Economic and Social Council (ECOSOC) during the Annual Ministerial Review (AMR) in Geneva in July, 2013.

Mrs. Kene Offie, Deputy Director, Communications OSSAP-MDGs who revealed this in a statement, said the workshop will hold between 4 to 5 April and the Chida International Hotel in Abuja.

According to Offie, critical inputs from stakeholders from cross-cutting sectors locally and from the relevant United Nations entities will form the core contents of the NVP to be delivered at the ECOSOC forum.

The workshop, which is being organized in collaboration with the Ministry of Science and Technology and the Ministry of Culture and Tourism will have a keynote address delivered by the Minister of National Planning, Dr Shamsuddeen Usman. It will also have in attendance representatives from the 36 states and FCT, stakeholders in the related sectors and members of the public to ensure inclusive deliberations.

Nigeria, the only country invited to the forum from Africa has in line with the theme of the international event, already indicated that it will highlight its use of science and technology, especially, the Nigerian MDGs Information System it developed in conjunction with the Earth Institute of Columbia University and United Nations Country Team as a guide for the investment of the annual USD1bn negotiated as Debt Relief from the Paris Club for pro-poor activities in the report it will present to the forum.

“While emphasis will be placed on the accomplishments and challenges encountered in the implementation of National Development Strategies and Policies as stated in the guidelines for the preparation of the National Report, we intend to highlight the utility of the Nigerian MDGs Information System in both the Report and the National Voluntary Presentation as a crucial tool that has had impact on the implementation of Internationally Agreed Development Goals (IADGs), including the Millennium Development Goals in Nigeria”, Gbeneol said.
