….…Experience, Institutional Memory, and the Imperative of Effective Representation

By Umar Usman Duguri.

As Nigeria edges closer to another defining electoral season, the conversation should move beyond political slogans, ethnic arithmetic, and personality cults. The country stands at a crossroads where economic uncertainty, worsening insecurity, constitutional dilemmas, and declining public confidence in governance demand legislators who possess not only political influence but also the experience, institutional knowledge, and courage to shape national policy.

The Senate cannot afford to become merely a retirement home for political heavyweights or a platform for political patronage. It must be an assembly of statesmen capable of scrutinising executive actions, defending democratic institutions, and producing legislation that addresses the real challenges confronting over 200 million Nigerians.

Viewed through this lens, the case for the return of Senator Bala Mohammed to the Red Chamber deserves careful and objective consideration.

Few politicians in contemporary Nigeria have traversed the three critical levels of governance as extensively as Bala Mohammed. His political journey—from serving in the National Assembly to overseeing the Federal Capital Territory as Minister and later governing Bauchi State—has given him an uncommon perspective on how government functions at both the federal and sub-national levels.

That experience matters.

One of the recurring weaknesses of Nigeria’s legislature is the gradual erosion of institutional memory. Every election cycle witnesses the departure of seasoned lawmakers whose understanding of legislative procedures, committee systems, budget scrutiny, and constitutional responsibilities is not easily replaced. While fresh ideas are indispensable in any democracy, experience remains equally essential to building strong institutions.

A Senate populated by inexperienced legislators may produce passionate debates, but effective lawmaking requires mastery of parliamentary processes, negotiation, policy drafting, and legislative oversight. These are skills developed through years of public service rather than campaign promises.

Beyond legislative experience, Bala Mohammed’s tenure in executive office has exposed him to the realities of implementing public policy. Governors are often confronted with the practical consequences of federal legislation—from inadequate revenue allocation and infrastructure deficits to education, healthcare, agriculture, and security challenges. Such firsthand experience equips a legislator with practical insights that extend beyond theoretical policy debates.

Nigeria’s current political landscape requires precisely this blend of legislative competence and executive understanding.

Perhaps more importantly, the country is approaching a period when constitutional amendments, electoral reforms, fiscal restructuring, and security legislation will once again dominate national discourse. These are not issues that can be resolved through political rhetoric alone. They require lawmakers who understand both the constitutional framework and the realities of governance.

Another factor often overlooked in evaluating legislative performance is effective representation. Too frequently, public attention is focused on the number of motions moved or speeches delivered on the Senate floor. Yet genuine representation extends much further. It encompasses constituency engagement, policy advocacy, committee effectiveness, legislative oversight, budget influence, and the ability to ensure that national development reaches underserved communities.

Supporters of Bala Mohammed contend that his record demonstrates the administrative experience and political capacity needed to contribute meaningfully in these areas. They argue that his return could strengthen legislative deliberations and provide informed perspectives on issues affecting both Bauchi State and the nation as a whole.

That said, no democracy should place any politician beyond scrutiny. Experience alone should never guarantee electoral success. Every aspirant—including Bala Mohammed—must remain accountable to the electorate. Voters have the right and responsibility to critically assess records in public office, campaign promises, leadership style, and commitment to transparency before making their choice.

This is precisely how democracy should function.

Nigeria’s greatest challenge has never been a shortage of politicians; it has been a shortage of effective leadership. Elections should therefore become competitions of ideas, competence, and measurable performance rather than contests driven by ethnicity, religious sentiment, political propaganda, or financial inducement.

If Senator Bala Mohammed eventually seeks another mandate in the Senate, his candidacy should be judged on the substance of his experience, the quality of his public service, and the vision he presents for Nigeria’s future—not merely on political affiliations or campaign slogans.

Ultimately, the electorate will decide whether his return serves the public interest. But as the nation searches for stronger institutions and more effective governance, the argument for experienced legislators who understand both lawmaking and administration deserves serious consideration.

Nigeria’s democracy will only deepen when citizens reward competence over sentiment, performance over propaganda, and vision over political convenience. In that broader conversation, the prospect of Bala Mohammed’s return to the Senate merits thoughtful national reflection.
