ABUJA — In a major technological shift aimed at eliminating the bureaucratic bottlenecks of previous electoral cycles, the Independent National Electoral Commission (INEC) is set to introduce downloadable Permanent Voter Cards (PVCs) ahead of the 2027 general elections.
The landmark initiative is specifically designed to cater to eligible voters who have misplaced, lost, or defaced their original physical voting credentials. Alongside the self-printing feature, the commission is moving to deploy a fully online voter registration infrastructure to seamlessy manage future registration cycles.
Eliminating the “Collection Center” Bottleneck
For years, the manual replacement of lost PVCs has been a major logistical headache for millions of Nigerians. Voters previously had to endure long queues at local government offices and decentralized ward registration centers just to secure a replacement slip or plastic card.
Under the proposed 2027 framework, verified registrants will be able to log directly into the secure INEC portal, bypass physical administrative queues, and generate their credential digitally.
How the Modernized System Is Expected to Work
To ensure the integrity of the ballot and prevent identity theft, the downloadable PVC system will operate with tight digital security protocols:
- Online Identity Verification: Registered voters looking to replace a damaged or lost card must upload biographical data and complete a secure authentication process via the INEC portal.
- Biometric Matching: The platform will use advanced facial matching and live snapshot captures to compare the applicant against existing records in the national biometric voter database.
- Unique QR Codes: The downloadable, printable version of the PVC will feature heavily encrypted QR codes containing the voter’s exact metadata, which will be scanned and authenticated by Bimodal Voter Accreditation System (BVAS) machines on election day.
