Chidi Odinkalu Slams Orji Uzor Kalu: Accuses Senator of Blackmailing SEDC to Fund 2027 Election Rigging

ABUJA — Human rights lawyer and former Chairman of the National Human Rights Commission (NHRC), Professor Chidi Anselm Odinkalu, has launched a blistering attack on Senator Orji Uzor Kalu (OUK), accusing him of utilizing his legislative position to blackmail the South East Development Commission (SEDC) into funding a personal 2027 election rigging “piggy bank.”

Odinkalu leveled the heavy allegations following an official letter sent by the Senate Committee on the SEDC, which is chaired by Senator Kalu, demanding extensive hard and soft copies of the Commission’s internal financial records, audit reports, and audited accounts.

Allegations of Extortion and Parliamentary Blackmail

In a detailed public indictment, Odinkalu characterized the Senate Committee’s sudden demand for documentation as a coordinated blackmail campaign disguised as legislative oversight. He asserted that Kalu, whom he repeatedly referred to as a convict holding a serious position of public trust, is attempting to forcefully corner a share of the Commission’s scarce takeoff and recurrent funds.

“It is election season and Orji Uzor Kalu wants the Commission to fund his election rigging piggy bank,” Odinkalu stated. “So, he is harassing the Commission under the false pretense of oversight. The goal is clear: he wants a share of the takeoff grant and of any recurrent funds that the Commission gets.”

The activist further alleged that Kalu purposefully arranged to leak the committee’s inquiries to the media to set the newly formed interventionist agency up for public blackmail and force compliance with his financial demands.

Exposing SEDC’s Unfunded Status and Budgetary Strain

Odinkalu broke down the actual financial standing of the SEDC to expose the absurdity of the Senate Committee’s demands. He revealed that since its formal inauguration in February 2025, the Commission has been heavily starved of statutory funding by the federal government.

According to Odinkalu, the SEDC received absolutely nothing in terms of promised allocations for its first nine months of existence, and has received zero Naira in Capital Expenditure (Capex) funding to date. The Commission only received a meager takeoff grant of 5 million Naira in December 2025.

The legal scholar criticized Kalu for demanding formal audit reports and audited accounts from an agency that has not even existed long enough to complete a full standard financial cycle. He noted that Kalu, as a veteran politician, is well aware that the Auditor-General for the Federation has not yet audited the SEDC, making the committee’s demands textually impossible to fulfill.

Calls for the Political Retirement of Kalu

Odinkalu expressed deep concern over the moral implications of allowing individuals with criminal convictions to head sensitive parliamentary committees, arguing that such setups inevitably compromise national development. He chastised the Senate leadership for allowing the SEDC to navigate two entirely unfunded budgets while committee chairmen use their offices to demand financial capitulation.

“Terrible things happen when convicts occupy serious positions of public trust and significance,” Odinkalu warned. “Instead of helping to get the funds of the Commission released, a convict in high places wants to turn the Commission into an object of parliamentary striptease. We don’t need criminals in public life.”

The public intellectual concluded by launching a regional mobilization campaign under the banner “#RetireOUK,” calling on voters in Abia State and the wider South-East region to politically isolate and vote the lawmaker out of public office during the upcoming elections to protect public institutions from predatory legislative interference. As of the time of publication, neither Senator Orji Uzor Kalu’s media office nor the Senate Committee on the SEDC has issued an official response to Odinkalu’s heavy public criticisms.
