President Bola Tinubu has appointed Yusuf Magaji Bichi, the immediate past Director-General of the Department of State Services (DSS), as Chairman of the Governing Board of the National Institute for Security Studies (NISS) in Abuja, for an initial four-year term effective October 22, 2026.
The appointment was announced on Thursday in a statement by the institute’s Director of Coordination and Liaison, Lilian Omo-Odigwe, which says the President approved it under Section 4 of the National Institute for Security Studies (Establishment) Act, 2019. The statement says Bichi, who handed over leadership of the DSS in August 2024, will succeed A.A. Gadzama as chairman. It says Bichi brings extensive experience in intelligence, security administration, operational leadership and institutional training to the governance of the institute. It was shared on the DSS’s X handle, and reports say the appointment was made on the recommendation of the current DSS Director-General, Oluwatosin Adeola Ajayi.
Bichi was appointed DSS chief by President Muhammadu Buhari in 2018 after a career inside the service, and Tinubu replaced him with Ajayi on August 26, 2024. His new post marks his return to a national security leadership role about two years after he left the DSS. Gadzama, himself a former DSS Director-General, was appointed to chair the institute’s board in January 2020 under Buhari. The institute, located at Lower Usuma Dam in Abuja, focuses on security studies and the professional training of security personnel, and the board chairman provides leadership and oversight.
