BEING THE COMMUNIQUÉ ISSUED AT THE END OF NANS 74TH NATIONAL SENATE MEETING/PRE – CONVENTION

THEME: THE STATE OF EDUCATION IN NIGERIA, THE PAST, FUTURE AND PRESENT AT NIGER STATE COLLEGE OF EDUCATION MINNA BETWEEN 1ST – 3RD FEBRUARY, 2018.

PREAMBLE 

The Senate is the assembly of all Student Union Presidents/representatives from all the categories of tertiary institutions in Nigeria which include the Polytechnics, The Universities, The Monotechnics, The Colleges of Education and Technology. The assembly is regarded as Legislative arm of NANS charge with Responsibilities of addressing State of NANS, State of Campus, State of the Nation and made necessary recommendations for Executive and Senate oversight execution. The Niger gathering marked 74th edition in history of our dear NANS and the last for the incumbent leadership of Comr Taiwo Bamigbade of Federal University of Technology Akure as Senate President and Comrade Chinonso Obasi administration as National Executive President, it is primarily center to pick the date and venue for National Convention which kick start the Transition Program to usher in new Executives for our dear Association as such regarded as Pre Convention.

The Meeting was widely attended by Senators, Comrades, Stakeholders, Aspirants from all part of the country / four zones of our dear Association A, B, C & D equally with presence of  National Executive Council members led by National President, Comr Chinonso Obasi GCNS in company of Two Zonal Coordinators, Umar Faruk Zone A and Okereke Bishop Godson C Zone B

STATE OF THE NATION:

The Gathering assess the State of Nigeria Education sector, expressed great dissatisfaction  with obvious fear for a better future if the non charlant attitude of government at all levels towards Education continues. The Senate condemned the devotion of only 7.4% of annual budget to Education as against 26% UNESCO standards recommendation, despite the obvious decay in our infrastructure, numerous pending unimplemented agreement with staff Unions  which required cash backing to be fulfilled and end Strike Actions on our various campus such as the ongoing NASU National Strike. The Senate therefore call on National Assembly to Jack up the education vote as the passage of appropriation bill is ongoing or except Mass Action Against Non Charlant Attitude of Federal Government on Education to be led by NANS to National Assembly.

Benue, Taraba and Kaduna State Massacre 

The Senate registered her condolence to good people and Government of Benue State, Plateau State, southern Kaduna, Taraba State and other part of the country where Mass Killing has taken place in the recent over the Farmer and Herdsmen Crisis, request the immediate deployment of Nigeria Army to arrest the gruesome murdering of innocent citizens as the issue is obviously beyond Police Capacity.

The FG must adopt quick remedy as the crisis is more of terrorism than civil unrest/ethno – religion crisis it is painted to look.

Energizing Education Project

The Senate applauded Federal Government and in particular the Federal Ministry of Works, Power and Housing under Mr. Babatunde Fashola for the EEP initiative a project aiming to grant our campuses 24 hours uninterrupted power supply after taking a brief from NANS National President who had in two occasion led student delegates to the joint public hearing on the project organized by House Committee on Procurement and Power, resolved that the legislatures should not for any reason assume the position of Judas who want to betray Nigeria students trust in the Government, emphasis that the EEP will be the only physical project / benefit of Nigeria students from this administration if fully implemented as such call for unconditional lift of embargo on the execution of the project as earlier communicated while he urge the committee (s) to continue her investigation and bring to book any violators of laid down procedures or breach of law which can run concurrently with execution of the EEP .

The Senate reminds Federal Ministry of Power that public tertiary institutions in Nigeria is of 3 categories and over 254 in number who are affiliate member of NANS there by express strong dissatisfaction on the choice of only 38 Universities excluding University of Abuja the only university in federal Capital Territory and selection of purely Federal universities as pilot face with out any Federal Polytechnics or Federal Colleges, NANS Senate admonish federal government to be wary of any action capable of promoting discrimination among Nigerian Students as we are all citizen of the republic and entitle to equal and fair treatment sharing respectively at all time. There by call for expansion of the EPP project beyond 38 Universities to all tertiary institutions in Nigeria.

The Senate commends the Federal Ministry of Education for the planned introduction of Psychometric as GST Course in all Tertiary Institutions in the country because of its benefits to Nigerian Students.

Fuel Scarcity 

The Senate  expressed  great  concern on the endless fuel scarcity  Nationwide and call on the Federal  Government to arrest this ugly trend by bringing all saboteurs to justice.

STATE OF CAMPUSES 

The Senate express deep disappointment in Federal Ministry of Education and her counter part Ministry of Labour and employment over the poor crisis management exhibited  which is a result of lingering months of industrial action by non Academic Staff Union of University NASU Nation wide, this strike has not only hinder academic activities but disrupted academic Calendar, we hereby call for immediate resumption of negotiation with the striking union to ensure their timely call off or call for removal of both ministers on the ground of incompetency and negligence of duty if in the next one week no date of resumption is announced. 

The Senate frown at autocratic tendency of University of Benin management who in their abuse of office and gross violation of fundamental human right which guarantee freedom of expression on the absurd expulsion of 5 student leaders of the University to include Student Union President who are under oath to protect the interest of Nigerian Students of the university who elected them as leaders. The University authority is adviced strongly to revisit / reverse her decision on or before 7 working days starting from Monday 5th February, 2018 or be expecting the relocation of NANS National Secretariat to University of Benin which may be more costly for Vice Chancellor and the management team.

The Senate demand the urgent reopening of all Oyo state own tertiary institutions that are on strike for months now, as a matter of national peace and state of rest in Oyo state, while demanding the Executive Governor of Oyo state to do the needed needful to bring back the striking lecturers to work or be ready  to take up teaching job as Nigerian students from the affected institutions shall resume class with learning materials in Government House Ibadan on 19th February, 2018 should the strike persist.

STATE OF NANS 

Owing to the fact that the tenure of incumbent leadership has long elapsed constitutionally, the Senate unanimously agreed for a need for more transparent, fair and credible electioneering process to enhance unity of our dear Association as well ensure Modalities to avert during and post election/convention  crisis. The Senate adopted Ebonyi State as venue for 2018 National convention. Also, the Convention Planing committee shall be constituted and made available to the public  in shortest time after due consultation with relevant stakeholders and National Executive Council in line with NANS constitution which mandate only Senate President and no any other arm or organ of NANS the Conveying Authority of National Convention as Senate arm wish to delegate the responsibility to committee of competent and reputable student leaders from all zone to ensure befitting preparation and hitch free National Convention.

The Senate tentatively resolved on 17th – 20th May, 2018 as date for National Convention at the above mentioned venue to be confirm base on viability by the committee.

The Senate applauded the advocacy  Campaign against Social Vices such as cultism, drug abuse, female molestation etc recently launched by Comr.  Odebunmi Idowu NANS National  PRO and as well constituted a steering committee to further energize National Campus to Campus Campaign. The members  are:

National Open University status in NANS

The Senate resolved on grant a member status to National Open University as full blown structure of NANS with a member representative in the National Senate Arm of NANS thereby calling on National Executive of NANS to moderate the NOUN Zonal and National Congress. 

Conclusively, NANS Senate applauded The Vice Chancellor, Ibrahim Badamasi University and Niger State College of Education management for their magnanimity, the Student union Government of the college and the NANS JCC of the axis including all reputable stakeholders in zone A for their support towards the success of the 2018 NANS PRE CONVENTION in Niger state .
