Criminal back-dating of sensitive electoral materials



It has come to the attention of All Progressive Congress (APC),  that the Independent National Electoral Commission (INEC), Anambra State Office, under the leadership of Prof Chukwuemeka Onukaogu is now doing everything possible to “tidy up” the loose ends in the electoral documents used in the last discredited governorship election.


Information reaching the party indicates that Prof Onukogu is now distributing appointment letters to the APGA members that were recruited on the eve of the election.


These emergency adhoc workers could who not swear to the Oath of Neutrality required of them before they were unleashed on the electorate are now being requested to complete the Form 17 and return to the INEC OFFICE Awka before close of work on Friday, December 6, 2013.

Under the Electoral Act election officers ought to complete and swear to the Oath before a Commissioner For Oath in any of the Registries of High Courts or Magistrates Courts as the case may be.


Our investigations reveal that the Oath was neither administered nor filed by any of the adhoc staff appointed by INEC before the last failed election.


Following the grant of an Order by the Governorship Election Petition Tribunal sitting in Awka today- December 5, 2013- directing INEC to make available to the APC all the polling documents used in the election including the Oath of Neutrality deposed by the said staff, Prof Onukogu is now resorting to backdating of the requested documents in order to overreach APC in its proposed petition.


We wish to warn that the conduct of the REC in this instance is a serious act of contempt of the Tribunal which would attract appropriate sanctions.


We also caution the legal practitioner who has  been engaged to  illegally and fraudulently notarise and back date the oath of Neutrality that his conduct ,now under watch would be promptly brought before the disciplinary committee of Nigerian Bar Association (NBA) for relevant disciplinary action.


For the umpteenth time, we call on the INEC Chairman Prof Atttahiru Jega as a matter of urgency to transfer Prof Onukaogu out of Anambra State INEC before he does FURTHER incalculable damage to the Commission


Once again we ask our overwhelming supporters in Anambra State to remain calm while we pursue the justice of restoring the right of Anambra people to decide their governor in a free and fait election.


All institutions connected to this scandalous conduct should take heed and proceed according to the dictates of the law.
