Another Supremacy Crisis Rocks PDP, Thwarts Weekend ‘Grand Rally’

A fresh bitter leadership crisis appears to be rocking the Peoples Democratic Party in Anambra state with the leadership of Ken Emeakayi claiming to have unified all the bickering factions.

But at the weekend he used a court order and police backing to stop a ‘grand rally’ planned by a hitherto unknown faction propelled by the Special Assistant to President Goodluck Jonathan on Technical Matters, Mr Akachukwu Nwamkpo.

The group which operates under the name, Anambra Fresh Congress Group of the PDP, with Pastor Emma Obiora as chairman incensed the Emeakayi executive on whether they were planning to organize a fresh congress of the party or whether they were unveiling a new party and logo but surreptitiously using the platform of the PDP.

Emekayi noted that neither Nwamkpo nor Obiora brought him or any member of his executive into the picture, thereby making him very worried about their original aim and intentions. He also wondered whether it was a ploy to set the state executive under his leadership at loggerheads with the national headquarters, as well as against the President by fixing the day for the so-called grand rally to fall on the same day the entire PDP family were in Otuoke, Bayelsa state, burying and mourning the President’s younger brother.

However, Obiora in a quick reaction yesterday told journalists that the rally was with the full backing of all the presidential aides from the state as well as all the National and state assembly members from the state who were elected under the platform of the PDP. He said they had mobilized massively the grassroots to come and voice their intention for a fresh congress of the party to elect new state executive.

He said the rally which gulped above N37million was botched by Emeakayi who he also accused of threatening his life and those of his executives. That vehicles to bring members from the 326 wards in the state, canopies, tents, chairs, hotel accommodations, entertainment and other logistics had been arranged and paid for.

But Emeakayi has refuted the allegation, claiming he know nothing about Obiora or any of his executive, pointing out that he would not have gone to court if he was a violent-minded man.

Emeakayi also said he has put calls to some of those listed by the group and found out they were merely name-dropping. He confirmed he took over the reins of power in the party last year for a 4-year term.

Obiora said they have made formal report to the state security service on the threat to their lives and were already working hard to vacate the court injunction, so as to proceed with the rally.

President Jonathan notes that the very keenly contested elections have been adjudged as free and fair by observers from the Economic Community of West African States (ECOWAS) and other international observers. On behalf of himself, the Government and people of Nigeria, President Jonathan salutes the people of Ghana for the successful conduct of the polls.

While calling on the victorious candidate and political party to extend a hand of partnership to the opposition, in the spirit of reconciliation and national progress, he enjoins all political leaders in Ghana to join hands with the government to collectively deepen democracy in the country in the overriding interest of continued peace, political stability and progress in their country.

Bayelsa PDP Adopts President Goodluck Jonathan as Leader of the Party

Stakeholders of the Peoples Democratic Party, (PDP), in Bayelsa State have taken a resolution that President Goodluck Jonathan remains the leader of the party in the state.

The decision was reached following a motion by Governor Seriake Dickson declaring total support for President Jonathan as leader of the party in Bayelsa at an expanded caucus meeting of members of the PDP at the Government House Castle, Yenagoa.

The motion was seconded by the former civilian Governor of the state, Chief Diepreye Alamieyeseigha and adopted by about 28 members of the party’s caucus after a voice vote initiated by the lawmaker representing Bayelsa Central Senatorial District, Senator Emmanuel Paulker.

In his speech, Governor Dickson posited that the meeting heralds a new beginning in the state PDP devoid of what he termed, “mindless acrimonious divisions” between Bayelsa based politicians and those at the national level.

The Governor said the development was unhealthy and projecting the state in a bad light in spite of God’s mercy upon the state, noting that the expanded caucus meeting was convened for members of the party to close ranks and form a formidable bloc of support at the state level.

According to him, “the most important challenge Bayelsa State has had to contend with is the issue of mobilizing support for President Jonathan, which is why we want to convene this meeting once every quarter.

Commenting on the forthcoming local government election, Hon. Dickson urged members of the party not to “say or do anything to threaten the peace and tranquility that has brought respect to our state.”

The State Chief Executive also noted that such meetings would afford him the opportunity of rubbing minds and exchanging ideas with them on development issues, particularly in the area of education.

In his remarks, President Goodluck Jonathan expressed gratitude to Governor Dickson for his invitation to attend the meeting, promising that since it would be held quarterly, he will endeavour to be part of subsequent meetings.

President Jonathan who stressed that politics ought to be seen as tools for the development of the people and service to fatherland, said up until now, he could not fathom what went wrong during the last expanded caucus meeting of the PDP in the state.

Describing Chief Alamieyeseigha as his benefactor in politics, the President called on the political class to learn to be supportive of one another and put aside their grievances in the collective interest of the state rather than creating undue tension in the polity.

President Jonathan who also bared his mind on the selection of political candidates for elective positions, was quoted as saying, “I don’t want to be in Abuja and be seen as influencing political contestants; I will not condescend to get myself in the selection of candidates, am not interested because it won’t be fair since leadership is all about hierarchy.

The number one citizen of the country further underscored the need to respect the hierarchy of power in order to build a strong leadership structure, stressing that he would not stay in Abuja and dictate but it would be alright if he is consulted.

In a welcome address presented by the state PDP Chairman Colonel Sam Inokoba (Rtd), announced that the party’s intention to organize a PDP summit involving all party officials at the State, Local Government and Ward levels as well as leaders of the party in government.

According to him, the party will also launch an appeal fund for the building of a permanent party secretariat, which would be christened, “the Goodluck Jonathan Complex” and 8 party secretariats at the local government headquarters.

On strategies for revenue drive and funding of the party, Colonel Inokoba stressed the need for all political appointees to pay the mandatory 5% monthly contributions from their salaries.

A minute silence was observed in honour of the younger brother of the President, Chief Meni Jonathan, who was laid to rest over the weekend at his hometown, Otuoke.

S/West PDP urges probe of Aregbesola’s award of N17.8bn road contract to bankrupt firm

The South-West chapter of the Peoples Democratic Party (PDP) has called on anti-corruption agencies in the country to probe the Osun State Government’s award of a N17.8 billion road contract to SAMMYA Nigeria Limited, a company that was declared bankrupt by an Abuja Federal High Court last year November.

In August, this year, the Osun State Government awarded the contract of N17.8 billion for the construction of a dual carriage road from Osogbo to the Kwara State boundary to SAMMYA Nigeria Limited, owned by one Sammy Adigun.

The contract being funded by Infrastructure Bank Plc involved the construction of 9.52km dual carriageway from Osogbo to Dagbolu International Market, construction of 20.5km dual carriageway from Osogbo to Ikirun and 16.55km from Ikirun to Ila-Odo in Kwara State.

However, the PDP said in a statement issued today by its Zonal Publicity Secretary, Hon. Kayode Babade that SAMMYA Nigeria Limited owed Wema Bank Plc a sum of of N23,348,491.43, as a result of which a Federal High Court, Abuja on November 2, 2011 via SUIT NO:- FCT/HC/CV/968/2007 Garnishee the Accounts of the company in 10 Banks.

The party said the judgment debt plus interest in the judgment delivered by Justice M. A. Nasir on November 2, 2011 amounted to N25,099,628.28.

The PDP said; “Nigerians, especially the anti-corruption agencies must ask questions as to how a company that was declared bankrupt late last year could be awarded a N17.8 billion contract 10 months after.

“More so that the contract award was never bidded for or advertised and money for it was borrowed from Infrastructure Bank, Abuja.

“From our investigations, SAMMYA Nigeria Limited is just being used to by the Osun State Governor, Mr Rauf Aregbesola to loot Osun State treasury in connivance with the Managing Director of the Infrastructure Bank Plc, Mr Adekunle Oyinloye because almost everything about the company (SAMMYA) is fake. Its stated head office at 13 ,Williams Street, Gbagada, Shomolu, Lagos does not exist.

“Particularly, Nigerians should check the company’s website to confirm that the company does not have any history or track record in road construction. It has never constructed any road in Nigeria before, and it is sure that SAMMYA Nigeria Limited was being used to loot Osun State funds.

“It also is our contention that awarding a N17.8 billion road contract to a company that has never constructed any road before, a company with non-existing head office address, a company that could not pay N23.3 million that it owed Wema Bank last year is to say the least fraudulent!”

Delta leaders condemn kidnap of Minister’s mother

Delta leaders on Monday condemned the recent kidnap of the 82-year old
mother of Nigerian Finance Minister and former World Bank Managing
Director, Prof. Ngozi Okonjo Iweala, Professor Kamene Okonjo,
describing the abduction as barbaric and unreasonable.
The leaders in a statement signed by the Director of Communications of
The People’s Movement, Mrs. Ibifuro Tatua said they were disgusted at
the “Gestapo like manner in which the kidnappers went about the
incident.

The leaders, who advised the kidnappers to release the minister’s
mother immediately, urged the police and other security agents to
track the kidnappers.

They praised the Delta State Governor, Dr. Emmanuel Uduaghan for
setting high standards in sports, security and management of public
finances.
“Through sheer intelligence, courage and determination of Governor
Uduaghan, Delta State topped the 18th National Sports festival’s
medals table with 114 gold, 99 silver and 75 bronze medals. Delta is
the best in sports. ” the leaders said.

Continuing, the leaders said “Uduaghan’s leadership goes beyond the
incredible speed and cost of providing critical infrastructure, paying
salaries, gratuities, pensions, employing large number of qualified
people into the civil service based largely on merit and financing the
education of thousands in local and foreign universities
They also reaffirmed the governor’s commitment to complete all
on-going projects in the state within the life span of the
administration.
“We thank the good and peace loving people of the state who have
refused to be hoodwinked by the tissues of lies and propaganda being
woven and dished out by desperate politicians and their sponsors” the
statement added.

Arthur Eze Sues Nigeria Broadcasting Corporation, Others for N1billion

The controversial oil mogul and general political godfather of opposition politics in Anambra State, Chief [Engr] Arthur Eze has sued the Nigerian Broadcasting Corporation [NBC], Love FM radio Station, Multimesh Communications Ltd, and Miss Chinyere Obi – Ohaleke for N1billion over claims of defamation of character.

According to suit, on or about November 21 and 22, 2012 Love FM radio station through one of its popular programs – BEREKETE FAMILY PROGRAMME allowed and permitted Miss Chinyere Obi – Ohaleke to recklessly slander and libel the person and character of the Chief [Engr.] Arthur Eze.

The suit continues that the Miss Obi through the electronic medium of the Love FM and Multimesh Communications labeled Chief Arthur Eze as indebted to her to the tune of N10million and did beat her up through thugs alleged to be Chief Arthur Eze’s aides.

Also that the remarks and accusation made in the said programme by Miss Obi were totally false as Chief Arthur Eze does not owe the Miss Obi the said N10 million or any sum whatsoever as alleged. Chief Arthur Eze only helped Miss Obi in his usual practice of helping the poor and needy, financially.

The suit adds that there is a recent subsisting Court order by the a Chief Magistrate in Enugu on 2nd February 2012 restraining the Miss Obi from amongst others making any further slanderous or libelous remarks on the plaintiff.

Meanwhile, upon visit to the office premises of Love FM radio station as published on the website of the Nigerian Broadcasting Corporation [NBC] – Tamale Street Wuse Zone 3, Abuja – it was discovered that the operation premises had no signboard. The address was a flat that looks like a guest house – suggesting that Nigerian Broadcasting Corporation [NBC] does not perform its regulatory and/or supervisory duties over the transmission station of the Love FM radio station and by extension Multimesh Communication.

As gathered, Chief Arthur Eze, through his counsel St. Francis Xavier Solicitors & Advocates wrote to Love FM demanded a retraction of the statement made by Miss Obi – but the radio declined – through one of its staff – Ahmed Isa.

Chief Arthur Eze is reported to be demanding that AN ORDER directing the NBC to invoke Sections 2(1) N and 21 of the National Broadcasting Act of 1992 (as amended) against Love FM radio station for failure to adhere to broadcasting code. In addition, Chief Eze is demanding N1billion and a retraction of the libelous statement.

President Jonathan Returns to Abuja after Brother’s Burial

President Goodluck Ebele Jonathan returned to Abuja on Monday after the burial rites of his younger brother, Chief Meni Innocent Jonathan in Otuoke, Bayelsa State at the weekend.

On behalf of the entire Jonathan family, President Jonathan wishes to convey his immense thanks and appreciation to all Nigerians and friends of the country who showed sympathy and solidarity with him and members of his family as they mourned and buried the late Chief Meni Jonathan.

The President wishes to particularly thank former Heads of State, State Governors, the entire leadership of the National Assembly, foreign Heads of State and Government, Diplomatic Representatives, members of professional and non-governmental organizations and ordinary Nigerians who either traveled to Otuoke for the burial ceremonies or commiserated with the family in other ways.

He prays that God Almighty will bless and reward them all for their love, kindness and sympathy which has helped to assuage the grief and pain of his family over the loss of a beloved brother.

Distinguished gentlemen of the press

 

We welcome you all to this media briefing. As you know, the UDHR document as spearheaded by Mrs Eleanor Roosevelt on 10th December 1948 has evolved into a worldwide document and an opportunity for human rights groups the world over to reflect, document and x-ray the state of governance, human rights and security of its countries and states with a view to raising observations and recommendations on the way forward.  According to the United Nations, Human Rights day presents an opportunity every year to celebrate human rights, highlight a specific issue and advocate for the full enjoyment of all human rights by everyone everywhere. This year the UN said the spotlight is on the rights of all people, women, youth, minorities,persons with disabilities,indigenous people, the poor and the marginalized- to make their voices heard in public life and be included in political discussion making.

For us in the Anambra CLO, we remain committed in our struggle to fight against human rights violations, holding government accountable to the people and defending our democracy.

 

STATE OF THE NATION

With two years to our centenary celebration as a country and 52 years down the line as an independent nation, Nigeria still wallows in the gallows of underdevelopment, misgovernment, kleptomanias, unbridled corruption and wanton destruction of lives and properties. The morbidity ratio inNigeriais so high that international analysts ask how much is the value of human life inNigeria?

Regrettably, there is no end in sight to these anomalies because of the dearth of quality leadership in the country. The Nigerian power configuration has been so badly skewed and bastardized that after long years of rapacious rule by the jackboots of the military, the highest we’ve been lucky enough to have in the corridors of power are those who ascended into office against their wish and ended up inflicting unimaginable injuries into the system.  It has been so bad that mediocrity has been elevated to an art and a tradition in this country.

As it stands now, there is still the ever widening gap between the haves and the have-nots and it can’t even get better with time.

At the beginning of the year 2012, Mr. President gave us a wonderful New Year gift by announcing the total removal of fuel subsidy. We were promised thatNigeriawill turn to an eldorado as the accruing savings from the subsidy removal will be used in turning around for good all our infrastructural deficits. Nigerians resisted the poisonous pill and the government shifted ground by announcing a partial removal of subsidy and an increase of pump price of petrol to N97. Today, fuel price has gone up to between N115 to N120 and nobody is talking again. Those of us who raised alarm and kicked against government’s anti people stance in the fuel subsidy removal without any palliative in place have been justified today.

Our roads are still death traps while the three tiers of government now share the subsidy savings monthly in addition to their monetary allocations.

The implication is that fuel subsidy removal has translated to more money in government coffers which are often frittered away in the normal corrupt manner while there is little or nothing for the masses to benefit from.

In the midst of all these, the details from the Debt Management Office (DMO) of the federal government shows that Nigeria’s domestic debts has increased from N5.966 trillion at the end of the first quarter of the year in March 2012 to N6.153 trillion at the end of the second quarter ended June 30 2012. In the midst of excess spending by government, a whopping N560 billion was earmarked for the 2012 budget while N592 billion has been penciled down in the 2013 budget. Painfully too, no specific projects was tied to these debts rather it was raised to finance budget deficits.

Gentlemen, do we need another prophet to tell us thatNigeriais sinking?

The Transparency International in its report released on Wednesday rated Nigeriaas the 38th Most Corrupt Countries in the world.  Nigeria scored 27 out of their 100 marks to occupy the 139th place out of 176 countries surveyed in the report. Now, since the release of that report, the FG instead of making genuine efforts to remedy the situation so as to be on a better ranking next year has punctured the report and has been justifying itself.

Fellow comrades, let us shun apathy and docility and stand up to salvage our country from the shackles of mediocrity and trial and error.   Nigerians should   hold their leaders accountable and reject any unpopular policy targeted against the masses while those in authority feed on the people’s collective treasury.

 

ANAMBRA STATE

GOVERNANCE

 

The state government led by Mr. Gregory Peter Onwubuasi Obi deserve our commendation for upholding the ideals of tolerance of opinion, respect for the people’s human rights and none use of state apparatus to muscle opposition or oppress dissenting voices.

However, if Anambra should be the actual light of the nation, there is room for excellence instead of settling for good or very good. While government may have good intentions, various lapses often noticed among some political appointees, aides and advisers leaves much to be desired. Unfortunately, the state chief executive seems to turn blind eye to some of these negative reports even in the face of glaring evidences against such persons.  Today in Anambra state, a commissioner whose ministry is in charge of markets sells his portrait picture by force to traders at the rate of N10,000 each. Not only that , with the tacit agreement of a self imposed market leader operating in the name of Anambra State Amalgamated Traders Association, a N500 compulsory levy has been imposed on all traders in the state for the building of a secretariat for the union whose leaders were not elected anywhere .

The recent announcement of traders’ tax of N6000 which was supposed to be collected per head is now being collected per shops. By implication, it means that somebody who owns 6 shops in a market will also pay 6 times.

While government complains of dwindling revenue, it is estimated that about N5 million is collected fraudulently from street traders daily in various markets and streets in Anambra by force and without valid receipts. The collectors claim to be working as government task force while the money ends up in the private pockets of their masters. Anybody who resists such payment often has him or herself to blame as the collectors deal with such people terribly.

We also call on the government to give at least 5% of political positions to physically challenged people in the state.

 

DEMOCRACY AND GRASSROOT GOVERNANCE IN ANAMBRA

Our sister organization –The Intersociety once described Anambra State government as a first degree violator of the section 7 of the 1999 Constitution of the federal republic of Nigeria going by the continuous refusal to conduct local government elections in Anambra. The CLO has been labeled all sorts of names as well going by our stance that democracy ought to be entrenched in the grassroots in the state. The consequence of the absence of democratically elected government at the local councils is  that political grooming is dead in the state while our youths in the past 12 years in the state doesn’t know that there is a political post known as councillorship anymore.

While the government has often employed all forms of delay tactics to buy time over the conduct of the council elections, the final seal for the total burial of the agitation for the polls happened recently when the government appointed various members of the fourth estate- journalists as transition council members.  While we don’t begrudge any of the selected journalists for the political patronage, we still maintain that the non conduct of the council elections in the state is as a result of grand conspiracy of silence by the various stakeholders- the town unions, the Anambra elites, the civil societies, the legislators etc.

Like the Delta state born reggae legend Ras Kimono sang in his hit album –Under Pressure Part 2 that after this chant , he won’t sing it again, we in Anambra CLO has also decided that this is the last time we are going to make a public agitation over the local government issue again for the present government. But we must emphasize that at the end of the tenure of this government, we are going to call for a probe of the council allocations which accrued to the state for the period under review. It is our position too that members of the National Assembly should ensure that concrete steps are taken in the constitution amendment process to ensure local government autonomy. The so called joint state and local government account should be abolished henceforth so that the local councils can also enjoin financial autonomy and consequently take care of their constitutionally assigned functions and projects.

 

POLICE, CRIME AND SECURITY IN ANAMBRA

Despite all efforts for reformation, bribery, astronomical bail fee, extortion, torture and intimidation still remain the accompanying definitions of policing in Anambra state.  Police cells in most divisions are still occupied by innocent citizens who have no reason to be there. Police are supposed to be our friends but in Anambra, brute force, torture, coercion and cash and carry has become a tradition. The situation has been compounded by mindset as the bulk of the rank and files and some corrupt senior officers posted to the state often arrive with a preconceived notion of making money.

Crime prevention, intelligence gathering and security mapping suffers terribly with this mindset. The people being protected become the victims while professionalism is sacrificed on the altar of personal accumulation.

On the 30th January 2012, the IGP ,M D Abubakar announced immediate ban and dismantling of road blocks on Nigerian roads.

Unfortunately what we see today especially in the commercial city ofOnitshaand Nnewi is a case of selective compliance. All connecting routes to major markets inOnitshalike the main market –ZiksAvenue ,NigerSteet, Creek road roundabout , Portharcourt road all under Fegge are under siege even as we address the press now. In Awada area, policemen from Obosi Division have taken over Ezeiweka road and Oraifite street. The Okpoko division are running riot and are competing with CPS and Onitsha Area command in terrifying people aroundUpper Iwekaaxis, down and up flyover, Chisco andAbaparks. Take a trip in your private car to the upper iweka flyover in the night and you will ever regret venturing into the area as various policemen ransack vehicles, harass the drivers and ask for vehicle papers existing only in their lexicon all in a bid to extort money.

As the Christmas season is around the corner, we use this medium to appeal to the commissioner of police, Mr. Balla Nassarawa to give a marching order to his men to go after the criminals and allow genuine travelers both within the state and those on transit to go their normal businesses hitch free. The Commisioner should set up an independent team to investigate what goes on  in the aforementioned stations inOnitshaviz Okpoko, Fegge, CPS and Area Command.

Prisons in Anambra state remains congested with awaiting trial inmates spilling over. Most of the people remanded in prison custody are people brought in by some greedy Divisional Police Officers and their men who take suspects to court unprepared and without notice especially when such suspects refuse to play ball by offering money demanded by such officers.

 

MONSTROUS VIGILANTISM

As at December 2010, the then consultant to the state government on vigilante matters, Chris Udeze said that there are 592 vigilante groups in Anambra state. According to him, there exist 234 units in Nnewi, 224 in Awka and 134 groups inOnitsha. Each unit contains a minimum of 8 boys, so by implication Anambra maintained nearly 5000 men in the fold of vigilante groups. Today, there are no available accurate statistics on the actual number of vigilante operatives while recently it was reported that government plans to recruit additional 5240 armed vigilante operatives.   Painfully enough, we have not seen the gallantry of these vigilante operatives in apprehending armed robbers or bursting kidnapping syndicates. The proliferation of vigilante is the root cause of gun culture and the circulation of illicit arms and ammunitions in the state at an alarming proportion.   Guns supplied to these men who have rebranded themselves as community policemen are sourced through the black market while there is no scientific database of tracing or monitoring their activities. This is a time bomb and unless the government takes far reaching drastic measures to curtail this trend, the fire will consume many in no distant time. The vigilante operatives also wield machetes, daggers and other dangerous weapons and they don’t hesitate to use it at the slightest provocation  on any defenseless citizen especially in moments of their being high on alcohol and drugs which are most times  their favorite past time.  As the state marches into an election period next year, we forecast an upsurge in criminality, arms dealing and politically motivated shootings.  We call for an urgent disarmament exercise in the state and mop up of illicit arms. The state can set up a committee with the support of the federal government task force on illicit arms so as to succeed in the assignment.

 

DEMOLITION OF ALLEGED KIDNAPPERS PROPERTIES

For sometime now we have watched with dismay the kind of strange method employed by the Anambra state government in tackling the menace of kidnapping. In recent times, with it’s accompanying media hype, we’ve seen situations where the instrument of governance including bulldozers are moved into some private houses and those houses  leveled to the ground in a most brazen manner on the reason that the owners of such properties are said to have confessed to the crime of kidnapping. Surprisingly, some people in such places are reported to have cheered the government for a job well done.

While we condemn kidnapping and any other forms of criminality, it is our position that demolition of houses belonging to kidnap suspects even when the suspects have not been convicted by any court of competent jurisdiction amounts to serious violation of the law too by the government.  The tacit support of such practices by the state house of assembly is an example of anachronistic stunt for democracy and a bad law without any precedent anywhere in the global legislative practices. Justifying this kind of strange practice is tantamount to the crowd mentality legitimacy which the people as a result of past experience gave to the public butchering of persons by the infamous Bakkasi  Boys where an estimated 5000 people were massacred by the group in a crude jungle justice methodology and the victims all  labeled armed robbers.

For crying out loud, Anambra state has passed this stage and never again should situations or circumstances push us back to any kind of obnoxious practices. We therefore call on the government to stop this method henceforth.

 

ENVIRONMENTAL RIGHTS IN ANAMBRA

It is often said that a man is as good as his environment. In Anambra , the challenges of a cleaner environment has been a recurring issue that most times the state takes the jibe and comments from people as the most dirty state in Nigeria.  The situation is also compounded by the attitude of the people to the practice of waste disposal and government negligence on the other side. Coupled with this is the issue of non functioning street lights in major towns and cities of the state. Crime and criminality thrives in the dark and the installation and maintenance of street lights in major places in the state will help in curbing crime rate. Some years back, a commercial bank as part of its corporate social responsibility donated millions of naira for the fixing of street lights in Awka road inOnitsha. Surprisingly, the highest we saw after the donation was the refurbishing of some obsolete light poles which never supplied energy even for one day. The same donkey years have been spent on the beautification project inOnitsha. There is no public cemetery inOnitshapresently.

In other states likeLagos, Asaba,CrossRiverand neighbouringEnugu, the environment is taken seriously while there are stiff penalties for those who deface or litter the environment. The entrance to state capitals and major cities are also taken into consideration by making sure they are carefully beautified and arranged. This is the area companies and other public offices can take up as part of their social responsibility. We are therefore calling on banks operating in the state to take ownership of the environment in Anambra, they can complement government efforts in converting various walkways, illegal motor parks and other spaces which people abuse and convert them into gardens and relaxation parks. This is what is obtainable in other states and we think that when this is done, the state can regain its beauty, aesthetics and become clean and green again.

 

ASTA AND BRIGANDAGE

A lot has been said and written about the activities of members of Anambra State Traffic Agency (ASTA) and task force people in charge of emblems.

It has been confirmed that powerful people are behind their activities because of the huge tons of money they generate which are not accounted for. As we are in this forum now, somebody somewhere is being manhandled, brutalized or held in captivity by the boys especially inOnitsha. We reiterate our stand that the only way to sanitize the agency is to sack the entire workforce, conduct a public hearing on their activities and call for new applicants. All the new applicants must have a surety and a letter of undertaking signed by the President General of the applicants’ community. Also, the code of conduct guiding them must be enforced while those who flout the rules should be adequately sanctioned. Each team on field assignment must have a supervisor who reports to the commander on hour by hour intervals.

 

CONCLUSION

Human rights are all embracing and it concerns each and every one of us.

The media is also an integral part of development in any society because of its significant role of information dissemination and exposing to the front burner any issue which the authorities may want to hide.

Let us therefore strive to work in synergy to give voice to the voiceless, engage in constructive criticisms and be bold enough to ask some salient questions if the need arises.

Every 3rd December has been set aside by the United Nations to commemorate International day of persons with disabilities in the whole world. It is a thing of joy that the theme for this years’ celebration is “Removing Barriers to Create an Inclusive and Accessible Society for all”. It is a theme that provides an opportunity to bridge the gap between the persons with disabilities and the society which will be focusing on promoting accessibility and removing all types of barriers in the society. Barrier in this case can take a variety of forms, including those relating to lack of access to physical environment, information and communication technology (ICT) or those resulting from legislation or policy, societal attitudes or discrimination. However, the major target for international day of persons with disability in 2012 by the Nigerian Association of the physically Handicapped Persons – Anambra State Chapter is to campaign against lack of access to physical environment.

 

Accessible physical environment is one that all people, both individuals with and without disabilities can use freely without hindrance. Persons with disability includes people with vision, hearing, mobility, cognitive and other impairments, as well as anyone who might be experiencing a temporary disability due to an illness or accident. Accessible environment should also accommodate the elderly population, which is generally characterized by a gradual loss of ability of some sort.

 

The  physical environment  can be made accessible to the greatest number of people, with facilities like lift ramp where there are steps, covering of drainages, Braille prints on  lift control panels for the visual impaired, display of routes on taxis & buses for  the hearing impaired, low counters for the wheelchair users and  dwarfs in the banks and other public places, ensuring that entrance to banks and other public places are accessible enough and where metal detector doors are used, it must be manned by competent personnel who can temporally disable the metal detectors for persons with disability who use iron based mobility aid/appliances to pass through without delay or embarrassment .

 

Accessibility of the physical environment is a key factor to persons with disabilities in achieving greater independence, participation and social inclusion. It is true that it affects all members of the society but, for persons with disabilities, the barriers to equal participation in the society due to an inaccessible physical environment are much greater.

 

An accessible built environment can facilitate great inclusion and participation and is recognized as a core element for realization of a society based on equal rights. It also provides people with independence and the means to pursue an active social and economic life.

 

However, the right to participate in the society is not enjoyed by all. On daily basis persons with disabilities are faced with barriers, which effectively excluded them from participating as equal citizens. Many of these barriers related to the accessibility of their physical environment.

 

A recent investigation by the Nigerian Association for the physical handicapped persons (NAPHP)AnambraStatechapter highlights the issues of accessibility as a significant factor restricting social participation of persons with disability.

 

The investigation confirms that persons with disabilities are more restricted in accessing their physical environment and thus participating in social and cultural activities than non-disabled persons. It was also discovered that over 70% of churches, hospitals, banks, markets, town halls, and schools more especially higher institutions, offices, homes etc in Anambra State are not accessible to persons with disabilities without going up and down steps. This can make it difficult for some persons with disabilities to visit their friends or family members, attending church services, other social gatherings and even working normal in their offices. These difficulties being experienced by persons with disability particularly by the old people in attending church activities, entering banks, markets, town halls for meetings, hospital for proper medication etc could be linked to the major reason why they usually felt isolated and socially excluded.

 

Despite the UN convention on the rights of persons with disabilities, Article 9, which states that every disabled person has the right to participate in family, cultural and social life, many persons with disabilities from this part of the world remained excluded from participating in family, cultural, and social life due to an inaccessible physical environment. The major reason is that those structures and construction are generally designed without considering the needs of persons with disability.

 

The issue of physical environment accessibility clearly impacts in the lives of people with disabilities, young and old alike on their level of social participation.

 

However, legislations and regulations should play a vital role in introducing measures to improve our physical environment accessibility through expediting actions that will ensure the quick passage of persons with disability bill that is at the floor of the Senate while it is also expected that all the states of the federation should emulate the Lagos state government for their giant strides in passing the persons with disability bill in 2011 for their state and thereby improved the independence of persons with disabilities. It is imperative also that all relevant agencies responsible for regulating the environment, building and infrastructural standards such as ministry of environment and town planning authorities etc are strengthened by employing  qualified persons with disabilities that will serve as a desk officer and will ensure at all times that our environment is accessible. This is necessary because, even when the bills are passed into laws, very little can be achieved in enforcing them without affective and effective regulatory agencies.

 

Finally, the church leaders, traditional rulers, government, and general public should make the environment building visitable by persons with disabilities.

This is to ensure that adequate provisions are made to enable persons with disabilities to satisfy and independently access and use their physical environment without any barrier.

Cleric Decry Deplorable State Of Prisons

Commandant general, Chaplains Nigeria, a Christian non-denominational organization, Dr. Evans Onyewuchi Ibe, has decried the deplorable condition of the country’s prisons and urged the Federal Government to reform it to salvage the inmates.

In his address at the commissioning of the Chaplaincy at the Community Baptist Church, Owerri and the conferment of life matron of the organization on Ms Estelle Igwe, zonal controller, Owerri zonal office of the Nigerian Export Promotion Council (NEPC), Ibe urged Nigerians to have compassion on prisoners, as they could turn out to become good citizens.

“These people behind bars are our brothers and sisters, fathers, mothers and relatives. At times some of them are innocent of the charges against them. Chaplains must make every of their prison visitations very important and must exhibit professionalism when counseling the prisoners.

“As Chaplains, we must show love to those men and women behind bars, because their problems are looked upon as spiritual.

“We specialize in prison chaplaincy, because we believe that Prisons harbor so many people that have committed various crimes, because they don’t know God. And when they throw them in there and throw away the keys, we are not too happy about it.

“And so, we want to go back there and minister the word of God to them and perhaps change their minds for positive things. And some of them after serving their terms in jail, become changed people. So that is why we don’t believe in throwing away people in prison, because we believe that they can be salvaged,” he stated.

Rev. Ernest Eke, a cleric of the Baptist Church in his sermon, advised Nigerians to shun selfishness and greed, which according to him were responsible for the country’s under development.

Eke described Igwe as a good hearted Nigerian, which according to him, was instrumental to the honour bestowed on her by the Chaplains Nigeria.

According to him, you don’t need to be a millionaire to render assistance to your neighbour or anybody in need.
