The Inspector-General of Police , Mr Solomon Arase, has approved the redeployment of four Deputy Inspectors-General of Police (DIGs)

This is contained in a statement issued by CP Emmanuel Ojukwu, the Force Public Relations Officer, in Abuja on Monday.

The affected officers are; DIGs Dan’Azumi Doma, formerly in charge of Force Criminal Investigations department, now heads the Department of Finance and Administration.

Others are; Kakwe Katso, formerly in charge of Research and Planning, now in charge of Force Criminal Intelligence and Investigations Department, Abuja.

Mrs Chintua Amajor-Onu, formerly AIG in charge of Force Investments, now DIG in charge of Department of Information and Communications Technology, Abuja.

Mr Jubril Adeniji is the new DIG in charge of Department of Research and Planning, Abuja.

The statement said that the redeployment is with immediate effect.

It noted that DIGs Mamman Tsafe, in-charge of Department of Logistics and Supply, Abuja, and Saliu Hashimu, in-charge of Department of Training and Development, Abuja, are to maintain their duty posts.

DIG Sotonye Wakama, of Department of Operations, Abuja, is also to maintain his duty post.

ISSUES FOR DETERMINATION:

1.     Whether the appointment of the 4th-6th respondents as Executive Directors of the 3rdrespondent by the 1strespondent is done in accordance with the provisions of the Asset Management Corporation of Nigeria Act 2010?

2.     Whether the appointment of the 4th-6th respondents as Executive Directors of the 3rdrespondent by the 1strespondent is lawful and valid?

 

WHEREFORE the applicant seeks the following reliefs against the respondents:

5.     A DECLARATION that the 1strespondent cannot appoint anyone, including the 4th-6th respondents, as Executive Directors of the 3rdrespondent, without complying with Section 10(1)C of the Asset Management Corporation of Nigeria Act, 2010.

6.      A DECLARATION that the 1strespondent cannot appoint the 4th-6threspondents as Executive Directors of the 3rd respondent, without complying with section 10(1) C of the Asset Management Corporation of Nigeria Act 2010.

7.     A DECLARATION that the appointments of the 4th-6threspondents as Executive Directors of the 3rd respondent,  having been made without complying with section 10(1)c of the Asset Management Corporation of Nigeria Act 2010, are illegal, unconstitutional, null and void and of no effect whatsoever.

8.     AN ORDER, forthwith nullifying, annulling, voiding, cancelling and invalidating the appointments of the 4th-6th respondents as Executive Directors of the 3rd respondent, having been made without complying with section 10(1)c of the Asset Management Corporation of Nigeria Act 2010.

AFFIDAVIT IN SUPPORT OF ORIGINATING SUMMONS

I, EBUN-OLU ADEGBORUWA, Legal practitioner, Human Rights and pro-democracy activist, community leader and public defender of Lekki, Lagos, do hereby make oath and state as follows:

1.       That I am the Applicant in this suit by virtue of which I am conversant with the facts deposed to in this Affidavit. Those facts I depose to in this affidavit are from my personal knowledge and as I am informed from other sources stated herein.

2.       I am a citizen of the Federal Republic of Nigeria and a registered Legal Practitioner.

3.       I am a Legal Practitioner resident and carrying on legal practice in Lagos and other parts of Nigeria. I am bound by the laws of Lagos State and of other parts of Nigeria and interested in the running of the affairs, administration and government of Federal Republic of Nigeria.

4.       I contribute to the economic prosperity of Lagos State and of Nigeria; I pay my tax and partake in other various ways in the development and progress of Lagos State and of Nigeria. I am also an employer of labour in Lagos State and other parts of Nigeria whose income can be and indeed will be affected in one way or the other by the running of the administration and government of Nigeria.

5.       I am permanently resident in Lekki, Lagos, Nigeria and I am daily affected by the economic, political and other policies and programmes of the government of Nigeria.

6.       My law office and library are based in Lekki, Lagos State.

7.       I am a leader in my church and in my community where I reside in Lagos. I am listed in Nigeria’s who is who and I have a great stake in the outcome of the leadership and administration of Nigeria.

8.       I have been an activist for most part of my life defending the rights of the masses. I was Public Relations Officer of the Student’s Union of Obafemi Awolowo University, Ile-Ife and later President of the same union. I was a member of the senate of the National Association of Nigerian Students (NANS). I am a member of Committee for the Defence of Human Rights (CDHR), Civil Liberties Organization (CLO), Campaign for Democracy (CD), President, GSM Subscribers and other Phone users Association of Nigeria and founder of Law and Justice Forum and Millennium Legal Support Services.

9.       I have been involved in the struggle for the emancipation of the masses of the people of Nigeria whilst in school and after school, leading to my appointment as Secretary of Joint Action Committee of NADECO in 1997. I have been arrested, detained and maliciously prosecuted in the course of defending the rights of the people of Nigeria, leading to my arrest and detention in Enugu, in various police stations in Lagos during the struggle for the actualization of the June, 12 1993 election and at the Directorate of Military Intelligence for more than six months.

10.     I am interested in and have a stake in the way and manner Nigeria and other States are governed having suffered and sacrificed for the enthronement of democratic rule in Nigeria.

11.     On several occasion, I have applied as a Legal Practitioner on behalf of my numerous clients to defend the cause of the masses and fight against injustice to the lives and property of the citizens of Nigeria.

12.     In my capacity as a stake holder in this country, I have at every point campaigned vigorously for good governance, rule of law, enthronement of democratic culture in Nigeria and Diaspora.

13.     I also on a number of occasion mobilized people to take part in democratic activities.

14.     Thus, matters, issues and disputes concerning the office of the Respondents are of tremendous concern to me considering the role the occupants of such office play in the destiny of this nation.

15.     As a responsible citizen of Nigeria, I duly registered as a voter to perform my civic duty as expected of me as a good and law abiding citizen of this great country in the last national election that produced the 1st Respondent. Attached herewith and marked Exhibit A is the copy of my Permanent Voter’s card.

16.     That since May 29 when the 1st respondent was sworn in as Presidnet of Nigeria, he has not appointed Ministers as required by the Constitution.

17.     That on the 19th of August 2015, the 1st respondent appointed the 4th-6th respondents herein as Executive Directors of the 3rdrespondent. The appointments were widely published in both print and electronic media all over the country. A copy of the electronically printed out page of the ThisDay newspaper dated the 19th of August 2015, is hereby attached and marked Exhibit B.

18.     I know as a legal practitioner of many years standing, a pro-democracy activist of over 20 years, a human rights crusader and stakeholder in the business of Nigeria that the said appointment does not conform with the Section 10(1)c of the Asset Management Corporation of Nigeria Act 2010.

19.     That Section 10(1)c of the Asset Management Corporation of Nigeria Act 2010 provides for the appointment of executive Directors of the 3rd respondents by the 1strespondent in consultation with the Minister of Finance. Since the 1stRespondent was sworn in on May 29, 2015, till the date of the appointment of the 4th-6threspondents and even up till the date of filing this suit, no person has been appointed into the office of Minister of Finance for the Federal Republic of Nigeria.

20.     I verily believe that as the position of the Minister of Finance in Nigeria has been vacant, the said appointment of the 4th-6threspondents could not have been made in accordance with the provisions of the Asset Management Corporation of Nigeria Act 2010, as there is no substantive minister of finance for the 1st respondent to consult with.

21.     I verily believe that it will be in the interest of Justice if the Honourable Court declares the said appointment of the 4th -6threspondent being illegal, null and void.

22.     I, EBUN-OLU ADEGBORUWA, do solemnly and conscientiously swear to this affidavit in good faith believing the contents thereof to be true and in accordance with the Oaths Act.

Boko Haram: Adamawa Governor To Partner With Religious Organisations For Grassroots Security Response

Adamawa State governor, Umar Jubrilla Bindow has approved plans to include religious and local non-governmental organisations to improve the state’s management of security response and rehabilitation of internally displaced people hosted by the state.

 

The state government recently announced the setting up of a N200m security budget, of which over N50m will form a part of the state’s internal contribution to co-funding the counter-insrugency operations, and vigilante and intelligence gathering, while about N50m will go into helping manage the internal refugee crisis. Adamawa State currently hosts Nigeria’s largest population of IDPs, who have mostly come into the state from Borno and Yobe States. A part of the funds will be directly managed by organisations which until now had been helping to manage community based restoration and rehabilitation of victims of the insurgency, independent of the government.

 

Speaking to the press, following a closed door meeting on security with stakeholders in the state, the governor remarked that local and religious organisations are closer to the people at the grassroots, making them valuable partners in local security response and post incident recovery.

 

“The country is facing a guerrilla-style insurgency, which is different from conventional warfare. We are affected, our neighbours are affected too, maybe more than we are. It is important that the state adopts a community based approach to response, both in terms of assisting the military effort, and in rehabilitation. We must also contribute to the intelligence and vigilante effort, because this is our home. Our resources may be meagre, but we must assist the Federal Government’s effort in eliminating the insurgency.”

 

“Contrary to press reports that the state is paying religious leaders to pray, the state governor is adopting a grassroots based model, which incorporates stakeholders with clearly defined objectives – including partnering and supporting the peace building, charity and IDP support work of the religious and non-non-governmental organisations in the state.”

 

The governor’s office also stated that organisations like the Adamawa Peace Initiative, a non-governmental organisation, is one of the organisations the state intends to work with, due to their history of positive results and accountability with resources.

 

“The API, which is an umbrella organisation, including Muslim, Christian, civil society, business and local leaders, has been active in promoting peace and mediating in conflicts within Adamawa, with very significant results. API has also been active in helping manage the IDP crisis in the state, which is significant because Adamawa is host to the largest concentration of IDPs in Nigeria.”

 

“Because these organisations and religious leaders have been active and accountable in the peace building, security information mobilisation, IDP charity, and rehabilitation of insurgency hit communities with very limited resources, it is only sensible that the state supports them officially.”

Explosion rocks U.S. military base in Japan

Pentagon Spokesman, Navy Comdr. William Urban, confirmed that an explosion occurred at the U.S. Army Sagami General Depot in Sagamihara City, Japan, just after midnight local time on Monday.

“There are no reports of injury, and base firefighters and first responders are currently fighting the resulting fire to prevent its spread to nearby buildings.
Urban said the cause of the explosion is under investigation
Meanwhile, the U.S. Army in Japan said the building was not designated as a hazardous material storage facility as some initial reports indicated.
It said the depot did not store ammunition or radiological materials.

Hong Kong journalist arrested in Thailand over body armour

Thai authorities have arrested a Hong Kong-based photojournalist for carrying body armour and helmet.

Anthony Kwan travelled to Bangkok to cover the shrine bombing that killed 20 people, including two Hong Kong residents last week.

He was stopped at Suvarnabhumi International Airport while returning to Hong Kong Sunday night and charged with possession of an illegal weapon.

Kwan was arraigned in court Monday on the charge, which carries a penalty of up to five years in prison.

Thailand’s 1987 Arms Control Act prohibits the possession of military equipment, including body armour, without a licence.

The arrest raised concern over the safety of journalists covering dangerous situations.

Two foreign journalists were killed in Thailand while covering violent political clashes in Bangkok during 2010.

Less than one week after he appealed to Igbo industrialists and investors in Lagos to come home to Igboland and  invest for the economic development of the South-East Region, the Abia State governor, Dr. Okezie Ikpeazu has reiterated his appeal, asking Igbo and indeed people of old Eastern Region of Nigeria to see the need of investing in the region and creating jobs as the only solution to crimes and criminality and other forms of insecurity  challenge facing the region.

Dr Ikpeazu, who said that government alone can’t provide the needed employment opportunities needed to curb insecurity in the region, also appeal for collaborative efforts of state governments in the region in the fight against insecurity.

He made the appeal at a one-day South-East/Delta states’ security conference organized by the Governor of Anambra State, Chief Willie Obiano, in Oka, the Anambra State capital.

Speaking at the conference which has the burden of finding a lasting solution to the security challenge facing the South-East and Delta, Ikpeazu said; “I am convinced that crime and criminality is the great threat to our prosperity and progress as a people.

“Crime has really touched and affected our values. We are a hardworking people, but crimes have been imported into our lexicon, lifestyles that have derailed us and it is fast destroying our values. Not until we come together to fight crime, our hopes and aspirations as the people of old eastern region will remain a mirage.

“We must rise up to protect the value which we are known for, which is hard-work. We must do everything we can to hold down crime and criminals in our areas.

“I want to conclude by saying that I want to call on  Ndigbo, like I did in Lagos during the week, to look back home and join in our current fight gazing crimes and criminality in our region. We expect our people join in this fight by investing in the region, and help in finding solution to the problem of unemployment that has created rooms for all kinds of crimes and criminality in our region.”nikpeazu said.

The conference which has; Security, Bedrock of Governance, as it’s theme, was organized by Governor Willie Obiano,0 of Anambra State, with the Governors of Abia State, Dr. Okezie Ikpeazu, Delta State and Enugu State Senator Ifeanyi Okowa and Hon. Ifeanyi Ugwuanyi in attendance, while the Ebonyi State governor was represented by the State’s Secretary to the State Government.

The Inspector General of Police, Mr. Solomon Arese and the Director General of Department of State Security (DSS)  Lawal Musa Daura, delivered papers on security.

Fashola’s ‘Pig And Wrestler’: Tinubu Personified – By Ridwan Omooba

Nigeria is too big and multi-ethnical for its ownership to be solely proclaimed by a man. This is a call from all Nigerians who believe that the best way to make Nigeria great is to have a strand mindsets by setting our motives straight to making things work for better and making a way for a new Nigeria for which we all have been praying, longing and yawning since some decades ago. A man who was generally described as hero of people’s democracy for his dogged opposition over the times and coalition with others which was the bedrock of the change we have today, Bola Tinubu, in his greed to be in charge of everything has been distorting and heating the polity since after March 28 general election, when the battle for who rules the National Assembly kicked off, precisely speaking, his strong antagonism to the Senate Presidential bid of Senator Bukola Saraki. However, the political fallout of 9th of June against his candidate, Sen. Ahmed Lawan threw up many politicking and media sponsorship against the person of Saraki who defeated his anointed candidate. The Xerox Tinubu has also been heard of opposing the governor per excellence, Babatunde Fashola from being appointed by President Buhari into Federal Cabinet despite Buhari’s interest in Fashola’s reformation and transformation ability. The question here is, could all these be his deceptive tactics to gain upper hand in Nigerian political history? That’s very impotent because Nigeria is wider than a sole political thin god and Buhari’s body language doesn’t in any way support thin-god ship.

In advanced economies, good governance is seen as obligatory responsibility of governments to the governed but the contrary is at its play out in Nigeria here. In reality the greatest reward of any country with revolutionary polls as strongly demonstrated by Nigeria in the last elections, is good governance. Barr. Babatunde Fashola, a former governor of Lagos  is generally undisputable on competence and brilliance which resulted in many monumental achievements that were wittingly left unconcerned by his predecessor and political godfather, Bola Tinubu. Of course Fashola’s unmatchable track records in Lagos alone, is worth a depiction of who truly have people at heart between Fashola and Tinubu.

Fashola’s case has however vindicated Sen. Saraki and active listening Nigerians who tried to interfere in the National Assembly crisis in his speech titled “When you wrestle with a pig, the pig get happy and you get dirty.” That speech is in its entirety, a personification of the current political imbroglio. Nigerians are highly interested in knowing the ‘Pig’ and ‘wrestler’, so as to advice the wrestler who fights every competent man on his path, not to get stained with the pig’s natural dirtiness which doesn’t translate to the pig’s wickedness.

Mr. Fashola is an irrefutable transformational man whose administration in Lagos marked an historical turning point in the life of lagos state as the largest city in Africa. His largest achievement in administration took place a year ago, and was done without an earthmover in sight. That was when Nigeria was officially declared Ebola-free, which first spread to the country over three months ago, when Patrick Sawyer, the infected US-Liberian citizen and the ECOWAS official, imported the virus through Lagos airport.

For some of us who knew what Lagos looked like more than a decade ago up till Tinubu’s administration, we definitely applaud Fashola’s beautification and transformation initiatives. Talking about public security and safety, rural transformation and infrastructural renewal of Lagos; Babatunde fashola towards achieving security as one of the most important pre-conditions for human existence, the Fashola government, turned most hide-outs and joints that previously served as bases for impostors and armed robbers into beautiful environment. I watched Channels TV yesterday where Oshodi Lagos and its long curtailed social vices by Fashola were reported to be resurrected. Then I thought of why Fashola wanted to name his successor by himself which was one and last of the points of political collisions between the gentle technocrat, Fashola and his thingod, Jagaban. On assumption of his administration, Fashola boarded on a huge infrastructure renewal of Lagos metropolis. The main focus formed the key city highways.

The Fashola administration has also seen a great progress in the rural area, as over 110 rural development projects were finished under the rural water and sanitation structure.

Still on his achievement as a former governor of Lagos state; given the generally acclaimed status of education in the improvement of the society, the Fashola government has given education the attention it earns. Later, the reintegration and creation of well-furnished new blocks of classrooms, distribution of free text books, provision of well-equipped workrooms and libraries, provision of buses for teachers and students to comfort transportation problems, re-launch of uniformed voluntary administrations in the state’s public schools, implementation of Teachers’ Salary Scale (TSS) for teachers in the state public schools, evolvement of the ‘Adopt a School Initiative’, among others.

With all these vivid achievements, don’t you think the “Pig” deserves to be honored? Don’t you think the Pig is better than the wrestler? Don’t you think the pig deserves to be given a national audience? This is a call for Nigeria to say no to any deceptive wrestler who believes he can use a deceptive tactics to defeat the Pig who is already happy.

Am glad Nigerians are seeing clearly those involved in the National Assembly crisis. They can now see it clearly with their eyes those stratagems interfering in the affairs of the open Nass. Those people who wants to have it all by going against the wish of the people and imposing their puppets as candidates on the people based on their own egocentric reasons not competence. This is outrageous.

These is also a call to the president of Nigeria, President Muhammadu Buhari to embrace with the leadership of NASS which has earlier shown interest to partner with his administration by their openness and accountability of NASS and quality legislations, so as to bring peace and making a better reforms that will favor the masses. I see governance and leadership as the yin and the yang of successful country. If you have leadership without governance you risk tyranny, fraud and personal fiefdoms. If you have governance without leadership you risk atrophy, bureaucracy and indifference.

National Assembly crisis has partly been over as the members of the Unity Forum embraced peace with the leadership of the Senate by rallying round him and President Muhammadu Buhari will soon appoints his cabinet in which  the “Pig” will soon get a juicy appointment. Nigerians will be happy again and the wrestler will be disappointed by watching how the Pig gets happier when the ministerial list is out.

No More Bulk Billing; Time To Take On DSTV – By Abang Dove

Last week, the power sector experienced the end of the contentious practice of bulk billing, due to the 8th Senate’s intervention in the affair. The practice of bulk billing, which is a status quo that has been maintained for several years, began the beginning of its end on Tuesday, August 11, 2015, when the Senate directed the Nigerian Electricity Regulatory Commission (NERC) to immediately abolish fixed charges on electricity consumption, and the bulk marketing of villages and communities.

The Senate’s resolution/query to NERC, which was sponsored by Senator Sam Egwu of Ebonyi State, and Senator David Umaru of Niger East Senatorial District was titled; “Unfair trade practices of Electricity Distribution Companies in Nigeria.” The aim of the motion, which was backed by a majority of the members of the Upper Legislative Chambers, pressured NERC to explain the basis of Distribution Companies (DISCOs) estimating the electricity billing of customers, while still making payments for meter installation in their homes.

The Senate intervention in this issue has succeeded in eliminating one of the major challenges faced by millions of Nigerians. The Senate President, Senator Abubakar Bukola Saraki, made a promise to Nigerians when he emerged the first amongst equals in the 8th Senate, that the 8th Assembly will be a different from the legislatures of the pasts – and so far, many Nigerians agree that he has been keeping to his word. Saraki’s leadership of the 8th Senate so far, despite the hiccups experienced at the beginning, have stirred up an Upper Legislative Chamber that is taking its oversight function seriously. This is the sort of leadership that Nigerians have hungered for since our return to democracy.

In line with the Senate’s motion, NERC, at a press briefing in Abuja on Monday 17, 2015, said that consumers who do not receive power supply will henceforth be exempted from paying the fixed charges; adding that power distribution companies have come into consensus to review the fixed charge policy. Also, to maintain its system of commitment to openness and accountability, NERC released a report on the Senate query stating that it supports the Senate’s decision to investigate the various projects and funding in the power sector since 1999. In this same report, The Commission agreed with the Senate’s position on the need to eliminate the practice of bulk billing residential customers and replace the practice with individual metering and billing.

Reacting to these developments on his official Twitter handle, the Senate President urged Nigerians to reach out to their Senators to report similar cases that needed legislative oversight due to unfair regulatory or trade practices.

“If there are similar cases like that of #Power,” Saraki said, “Kindly engage your Senators by bringing it to our attention so we can better represent you.”

In line with the Senate President’s appeal, as a subscriber of Multichoice’s monopolistic services for the past few years, the Senate should kindly look into DSTV – a company that has been sucking Nigerian customers dry for many years now with recent price hikes.

From what I have seen so far, I believe that the 8th Assembly will purge this country of service providers who are out to exploit citizens without rendering the deserved quality of services paid for. The 8th Senate is leading the actualization of a new Nigeria; I only hope that this is just the beginning…

Bayelsa Poll: Tension Grips APC As Defected PDP Chair Slumps At Town Hall Meeting

With less than three months to the December 5 governorship election, major tragedy was averted on Saturday in Nembe, Bayelsa State following the sudden slump of the former Chairman of the Peoples Democratic Party (PDP), Col. Sam Inokoba (rtd), who recently defected to the All Progressives Congress (APC).

During the incident which happened at a Town Hall meeting in Nembe, tension, fear and apprehension was said to have gripped the leadership of the APC.

It was however not clear whether journalists from both print and electronic media were compromised from writing the report of a major incident that took place in public domain.

But an eyewitness at the forum who pleaded anonymity said “something funny happened and you don’t expect everything to be made public.”

Sources at the event said the programme was on-going when Inokoba suddenly collapsed and was rushed to a local hospital where he was said to be under intensive care as efforts were being made by medical personnel to stabilise his condition.

The Timipre Sylva-led APC leadership in the state was said to be uncomfortable with the situation and tried to keep the incident away from the press.

But it soon became public knowledge when relatives and associates came to the hospital where Inokoba was being treated.

Reacting to the development, the Ijaw Young Professionals called on Inokoba’s family and the general public to hold the APC  responsible should anything happened to the former PDP chairman.

Spokesman of IYP, Seighfa Tonye-Brown, in a statement in Yenagoa, berated the APC for attempting to hide the unfortunate incident.

According to him, the action of the APC leadership was suspicious and not in good faith.

He warned that should anything untoward happen to the Odi-born politician, the action of APC would be called to question.

Inokoba, who marked his 70th birthday in April, the statement claimed, had been in and out of hospital all through last year and till date.

Tonye-Brown added that all the while, his medical bills and welfare were provided by the Dickson-led PDP government.

“On several occasions, we were aware that he was flown abroad for medical treatment courtesy of the PDP-led government in the state. Even on the eve of his defection to the APC, we were privy to the fact that he was given the sum of N5 million by the Contriman governor, Henry Seriake Dickson, to proceed abroad for his usual medical check and treatment”, Tonye-Brown stated.

The Chairman or the Nigerian Governors’ Forum, Governor Abdullaziz Yari of Zamfara state has mourned the death of the Ooni of Ife, Oba Okunade Sijuade Olubuse 11 and the Deputy Governor of Borno state, Alhaji Zannah Umaru Mustapha, describing the death of the foremost Yoruba monarch and the deputy governor as a great loss to the nation.
Reacting to the death of Oba Sijuade, the governor in a statement by his media consultant, Mr. Christian Ogodo and made available to journalists in Abuja, said the legacies of the late traditional ruler to the development of the Yoruba race and Nigeria will remain indelible in the annals of Nigerian history.
Governor Yari said the late Ooni wasn’t only a distinguished monarch of the Yorubas, but a nationalist and business mogul par excellence.
According to the governor, the late Oba Sijuade was a modern Titan of modern Nigeria, who built bridges across ethnic and religious divides in his lifetime.
“Oba Sijuade was a man of impeccable charisma and a peace maker, who believed in the unity and indivisibility of our country, Nigeria. During his life time, he represented an epitome of not just a Spartan life but one of discipline, charity, humility that should be emulated by all,” he added.
He consoled with the government and people of Osun state and the Yorubas both home and abroad.
On the late Borno deputy governor, the NGF chairman said his death was a rude shock to the nation, especially at this time when all efforts are geared towards ending the terrorist insurgency in the North East region of the nation.
“Alhaji Zannah Mustapha died at a time when his services were most needed by the people and government of Borno state and Nigeria,” he said.
The loss of the deputy governor will be greatly missed especially by the All Progressives Congress (APC) because of his sterling qualities and contributions to the stability and development of Borno state in particular and Nigeria in general.
He prayed for the repose of the soul of the late deputy governor and charged the family and the government, and people of Borno state to bear the irreparable loss with fortitude.
