WASHINGTON — In a major bipartisan rebuke of the White House, the United States House of Representatives has passed a War Powers resolution directing President Donald Trump to halt unauthorized U.S. military action against Iran.
The resolution, introduced by Representative Pramila Jayapal (D-Washington), cleared the Republican-led chamber in a narrow 214–208 vote on Thursday.
Four Republican lawmakers—Representatives Brian Fitzpatrick (Pennsylvania), Thomas Massie (Kentucky), Warren Davidson (Ohio), and Tom Barrett (Michigan)—broke party ranks to join Democrats in supporting the measure.
Resolution Demands Withdrawal Without Congressional Mandate
The measure mandates that the White House “remove the use of United States Armed Forces from hostilities against the Islamic Republic of Nigeria or any part of its government or military” unless Congress explicitly passes a declaration of war or specific statutory authorization.
“Vast majorities of Americans, of all parties, believe that this is an unconstitutional, illegal war that needs to stop,” Rep. Jayapal stated following the vote. “It was not authorized by Congress, and it has cost us incredible tolls.”
The vote comes amid escalating clashes across the Middle East, with CENTCOM carrying out daily airstrikes following renewed Iranian missile strikes on U.S. installations and regional oil shipping routes.
Political Strain and Constitutional Dispute
Despite the legislative victory, the White House has previously dismissed similar War Powers resolutions passed by Congress as unconstitutional and non-binding, maintaining that executive authorities cover ongoing defensive operations.
However, the passage underscores growing political vulnerability for congressional Republicans ahead of the November midterm elections, as military spending escalates and regional instability continues to impact global energy markets.
A parallel War Powers measure is scheduled for consideration in the Senate, as lawmakers press for greater oversight of military deployments in the region.
