Information available to 247ureports.com obtained from a consortium of reliable sources knowledgeable of the ongoings within the presidency indicate that a ring wall may have been erected around the presidency by a few members of President Buhari’s close associates comprising of his nephew, Mamman Daura, Chief of Staff to the presidency, Abba Kyari, and the Chairman to the Buhari transition committee, Ahmed Joda – with the sole aim to commandeer and control all political appointments, all access to the President and all business opportunities emanating from the presidency – unbeknownst to Mr. President. The ring wall threatens compromising the anti-corruption program of the President.

As a caveat, the President of the federal republic of Nigeria, Malam Mohammadu Buhari’s preexisting relationship with his nephew – Mamman Daura – laid the foundation for the nature of blind trust which the President developed for his nephew. And as expected, the level of uncanny trust opened the way to Mamman Daura’s full ‘control’ of the President – to the extent of having introduced his [Mamman Daura] old business associates into the circle. Through the introduction of Abba Kyari and Ahmed Joda into the said circle of close allies to Mr. President, the three automatically became the most powerful lobbyist in Aso Rock.

Virtually all the sensitive appointments by the President are reported by our sources to emanate from the trio of Kyari, Daura and Joda. “Even to see the President is regulated by the three individuals” says a sources who was unapologetic to reveal that the President has been held hostage by the three businessmen who appear to have seized this opportunity to grow their failing business empire.

247ureports.com preliminary investigation gathered that some of the appointments to key positions made by President Buhari came as a result of financially induced lobbying by the three member cabal.

In particular was the appointment of the new Independent National Electoral Commission [INEC] chairman in the person of Professor Mahud Yakubu in mid-October 2015.  Prior to his appointment, he was the Executive Secretary of the Tertiary Education Trust Fund (TETFund) – where his activities as the Executive Secretary remains under investigation by the Economic and Financial Crimes Commission [EFCC], the National Assembly, and other anti-graft bodies. Over N2.5billion is said to have gone missing from the Education Trust Fund while under his watch as the Executive Secretary. An impeccable source revealed to 247ureports.com that Prof. Yakubu had reached out to Ahmed Jona expressing his interest in becoming the new INEC top boss. This, he sought with significant financial inducement to Joda. According to the source, an amount in excess of 155million was paid to Joda through a middle man based in Kaduna State.

Already the INEC has earmarked the sum of 114billion [N114,058,943,747.48] for elections in 2015.

The tentacles of the trio stretches to the activities at the [Assets Management Corporation of Nigeria] AMCON – where the appointment of Ahmed Kuru as the head of AMCON made by President Buhari unbeknownst of the underlining reasons for the said appointment. Kuru was groomed in the former Habib Bank, formerly owned by Malam Musa Bello, a member of the inner caucus of the Mamman Daura. “It was Daura who impressed upon Buhari to place his ‘boy’ in AMCON” said a source as he explained that most of the ailing investments in southern Kaduna [Kakuri] that had been earmarked for takeover by the federal government would be given a soft landing and returned to the owners – who are largely part of the Daura led cabal.  According to intelligence reports, “He was appointed to head AMCON for a specific reason – to ease the strangulation suffered by Mamman Daura and his associates in their bankrupt businesses situated in Kakuri industrial estate, Kaduna”.

During the same period, President Buhari has also approved the appointment of Professor Umaru Garba Danbatta as the new top boss at the Nigerian Communications Commission (NCC). According to our source, Dandatta was brought by the chief of staff, Abba Kyari through heavy lobbying – after Dandatta had reached a prior agreement with Kyari. Professor Umar Garba Danbatta had been a lecturer in the faculty of Technology at the Bayero University Kano.

Interestingly, the three member cabal have gone beyond setting structures to amass financial gain and power – they have extended their grips to the anti-graft agencies, particularly the EFCC. The latest appointment at the foremost anti-graft agency in Nigeria, the EFCC is reported to be the doing of the chief of staff, Abba Kyari. “He brought Ibrahim Magu”.

Already they have begun making money with Magu’s position” says our source who point to the new activities of the cabal – of collecting protection monies from petrified politicians who are unsettled by the unfolding fight against corruption. Our source points to three personalities who have reached financial settlements with the cabal, namely – Dr. Ahmed Modibbo Mohammed, Mahmud Yayale Ahmed and Alhaji Garba Mohammed Noma.

Investigations by 247ureports.com gathered that the above mentioned three are the parties that fraudulently purchased the Jos Electricity Distribution Company during the Jonathan administration breakup and privatization of the Power Holding Company Of Nigeria [PHCN]. It was the duo of Mahmud Yayale Ahmed and Ahmed Modibbo Mohammed that provided the $82 million to buy into the Jos Electricity Distribution Company. Alhaji Garba Mohammed Noma, according to the investigation, was brought in as a front – through the Aura Energy Limited – operated by Noma. Both Modibbo and Yayale used Noma to make the purchase.

The fear over a rumored review of the privatization of PHCN by the Buhari administrations threw the concerned persons off the proverbial cliff. And as gathered, the three has reasons to be concerned – judging from their checkered past.

Dr. Ahmed Modibbo Mohammed – while he served as the Executive Secretary of Universal Basic Education Commission [UBEC] – allegedly embezzled over N50Billion during his 12 Years reign as head of the Education support Agency. When the then President, Dr. Jonathan caught wind of the allegations against Modibbo, he refused to renew his tenure which ended August 2012. The announcement President Jonathan’s refusal to extend his tenure sent chills to Modibbo who reacted by taking what he believed were corrective actions. He immediately began destruction of incriminating documents contained in three “Ghana-must-go” bags. He supervised the burning.  On the same day, UBEC officials confirmed, he raised over 100 payment vouchers for yet-to-be executed contracts, some belonging to companies belonging to his wife. Modibbo is reported to have paid the cabal a huge sum of money for protection. Sources indicate that he was the highest donor to the Arewa Consultative Forum, ACF – and frequently doled out cash to the Congress for Progressive Change, CPC and to General Mohammadu Buhari. The proceeds from the looting is believed to have netted the funds used to buy into the Jos Electricity Distribution Company.

Also, Modibbo was forced out of ABU, in 2007, over a sex-for-admission scandal involving him and 17 female ‘students’, including Aishatu Dahiru.  A one-time member of the House of Representatives, Aishatu, whom ABU expelled alongside 16 other girls, is now married to Modibbo, her former teacher. Interestingly, Aishatu, who represented Yola North/Yola South/Girei federal constituency, has changed her name to Aishatu Binani, apparently to avoid being linked to Modibbo.

Between 2000 and 2006, Modibbo served as the top boss at the National Teaching Institute [NTI] where he accessed over N3billion Millennium Development Goals [MDGs] grants. Using his wife, Aishatu, as the principal consultant, documentary evidence showed that Aishatu’s Binani Group got N325 million to print “manuals”, N315 million for “resource persons,” N222 million to provide “refreshment” for the trainees, and another N101 million for “biometrics.” Her companies further got N57, 586, 285 for “bank charges,” N71 million, N44 million and N11 million on “general monitoring, stationery and running cost respectively and N10, 641, 352 on “publicity”. Binani Group also pocketed N34, 094, 128, for “consultancy, and N25, 896, 000 for “post-training evaluation.”

Interestingly, Alhaji Garba Mohammed Noma had also served as a onetime boss at the NTI. He was brought to the position by Modibbo. Like Modibbo’s wife, he also operates a print-shop that goes by the name – Ramadan [sp] Printing Press – which he used to corner virtually all the printing contracts valued in excess of N560million.

Mahmud Yayale Ahmed – the former Secretary to the Government of the Federation [SGF] during the Yar’Adua administration is also alleged to have made off with public funds. While he served as the SGF, sources indicated that he was part of the looting that occurred following the death of President Yar’Adua – and that the funds were used to purchase part of the Jos Electricity Distribution Company – along with other foreign investment that included – a large farm in Israel and industries in South Africa.

The three member cabal may have assured the owners of the Jos Electricity Distribution Company of protection against an eventual review of PHCN privatization by the Buhari administration. What remains uncertain is to what extent President Buhari is aware.
