Midala’s Psychotherapeutic Bill Passes First Reading in National Assembly

A pivotal bill aimed at transforming Nigeria’s mental health landscape has passed its first reading in the National Assembly. Sponsored by Dr. Midala Usman Balami, the lawmaker representing Askira-Uba/Hawul Federal Constituency, the proposed legislation seeks to establish the Psychotherapeutic and Counseling Research Institute (PCRI Nigeria), a critical step in addressing the country’s growing mental health challenges.

The bill, titled “A Bill for an Act to Establish the Psychotherapeutic and Counseling Research Institute,” passed the first stage of the legislative process on March 19, 2025. The institute, if established, will focus on advancing education, research, and professional development in counseling and psychotherapy, aiming to bridge Nigeria’s mental health gap through structured programs and international collaboration.

The core objectives of PCRI Nigeria will include:

Advancing Education and Research: The institute will develop innovative curricula to foster research-oriented learning, equipping professionals with the skills needed to address complex mental health issues.

Bridging the Mental Health Gap: By training a new generation of mental health professionals, the institute seeks to address Nigeria’s pressing need for mental health services and professionals, thus enhancing the country’s standing in global mental health expertise.

Promoting Collaborative Platforms: The PCRI Nigeria will serve as a hub for evidence-based mental health practices, fostering collaboration between local and international researchers and practitioners.

Enhancing International Reputation: Beyond domestic benefits, the institute aims to position Nigeria as a key player in global mental health, exporting skilled professionals and contributing to foreign exchange earnings, which could boost the nation’s GDP.

The institute will offer a variety of programs, including ordinary diploma and certificate courses, higher diploma programs, advanced professional development, and research fellowships. Additionally, it will provide grants for innovative studies aimed at improving mental health care across the country.
