with their mandate to oversee their welfare and development in the
next four years, in continuation of your purposeful leadership during
your first tenure in office.
It is common saying that to whom much is given much is expected. There

real positive change in their social, political and economic life.
You displayed admirable candor, gallantry and sportsmanship when you
lost in the election for your second term in office. Now that the good
