LETTER BY PRESIDENT MUHAMMADU BUHARI TO SENATE PRESIDENT, BUKOLA SARAKI, ON BENUE KILLINGS, DATED JANUARY 25, 2018

I thank you for your letter Reference NASS/8S/R/01 /33 dated 18th January, 2018 and I have carefully studied the resolutions and comments contained therein.
- As I briefed you and the Rt. Hon. Speaker when we met on the 14th January, 2018, several courses of action had already been taken prior to the Senate Resolutions. You may recall that I told you of the following steps taken as soon as information came to me about the Benue killings.
On Thursday 4th January, I sent the Minister of Interior and the Deputy Inspector General of Police in charge of Operations for an on the spot assessment of the situation.
On Friday, 5th January, the Inspector General of Police briefed me verbally on the latest situation. Calm had by then been restored.
(iii)Ā Ā Ā Ā Ā Ā On Monday 8th the Minister of Interior met with the following:
Governors of Adamawa, Kaduna, Niger, Taraba, Benue and Nasarawa States together with
Director General of the State Security Services (DG SSS)
Inspector General of Police
Commandant General, Civil Defence
Minister of Agriculture and Rural Development
Commissioners of Police from the Ā six Ā aforementioned states
Comptrollers of Civil Defence from the six aforementioned states.
- Ā AfterĀ theĀ meetingĀ IĀ instructedĀ theĀ MinisterĀ ofĀ lnteriorĀ toĀ briefĀ you onĀ the informationĀ gatheredĀ soĀ farĀ and stepsĀ taken. OnĀ TuesdayĀ 9th January, I hadĀ aĀ long sessionĀ withĀ GovernorĀ OrtomĀ ofĀ Benue State duringĀ whichĀ IĀ informed himĀ ofĀ police arrestĀ ofĀ some suspectsĀ withĀ Kalashnikovs. InĀ addition,Ā IĀ toldĀ himĀ thatĀ IĀ had instructedĀ theĀ IGPĀ to speedĀ up trialĀ andĀ prosecutionĀ of theĀ suspects and giveĀ wide publicityĀ toĀ the policeĀ efforts.
- At the request of theĀ GovernorĀ aĀ meetingĀ wasĀ heldĀ inĀ theĀ PresidentialĀ VillaĀ on 15th January,Ā with a wideĀ –Ā crossĀ –Ā sectionĀ ofĀ Benue personagesĀ whereĀ frankĀ and openĀ discussionsĀ wereĀ held andĀ everybodyĀ inĀ theĀ meeting appreciatedĀ the complexity andĀ difficultiesĀ of thisĀ farmer/herderĀ strife.Ā IĀ assured allĀ and sundryĀ ofĀ my commitmentĀ toĀ ensureĀ thatĀ justiceĀ isĀ expeditiously done.
- ToĀ infer,Ā thereforeĀ thatĀ nothingĀ has been doneĀ is incorrect.Ā TheĀ policeĀ are strenuously workingĀ toĀ apprehendĀ theĀ restĀ ofĀ theĀ culpritsĀ ofĀ theseĀ heartlessĀ killings. Furthermore,Ā IĀ have instructedĀ theĀ InspectorĀ GeneralĀ ofĀ PoliceĀ toĀ relocateĀ toĀ Benue State,Ā redeploy forcesĀ toĀ theĀ most sensitive areas.Ā TheĀ FederalĀ GovernmentĀ is initiating additional measuresĀ toĀ address theseĀ andĀ otherĀ securityĀ challenges, alleviateĀ the consequencesĀ of theseĀ attacksĀ andĀ forestallĀ reoccurrence.Ā The Senate Resolutions itemisedĀ inĀ yourĀ letterĀ will beĀ takenĀ intoĀ considerationĀ andĀ Iam instructingĀ allĀ relevant MDAs to factorĀ themĀ in their work.
- Ā Earlier,Ā onĀ DecemberĀ 19th 2017Ā to beĀ precise,Ā whileĀ receivingĀ theĀ Report ofĀ the CommitteeĀ whichĀ IhadĀ set upĀ toĀ reviewĀ theĀ operational, technicalĀ and administrative structureĀ of theĀ NationalĀ intelligence Agency(NIA), IĀ underscoredĀ the needĀ toĀ reviewĀ theĀ entireĀ national securityĀ architectureĀ –Ā asĀ IĀ promisedĀ inĀ my inaugural AddressĀ on 29th May, 2015. Action isĀ being initiatedĀ andĀ IĀ expectĀ toĀ receiveĀ maximumĀ cooperation fromĀ the Senate,Ā inĀ lineĀ with paragraphĀ (iii)Ā ofĀ theĀ Senate Resolutions.
