…Abuja traders accuse her of extorting money over shops allocation

These are indeed trying times for embattled immediate-past governor of Benue State, Gabriel Suswam.

Barely one week after being quizzed for over nine hours by the Economic and Financial Crimes Commission (EFCC) for alleged misappropriation of State funds while he was in office, a contingent of fierce-looking police officers from the FCT Police Command on Saturday saved his wife, Mrs. Yemisi Suswam, from mob attack.

Aggrieved traders had taken to the streets to protest alleged extortion and continued denial of access to their shops at the Wuye Ultra Modern Market.

They market was developed by All Purposeย  Shelter Development Company, a firm owned having links with Mrs. Suswam and in which she is said to be the major financier..

She was inside the multi-billionaire market under construction, when the protesters arrived.

The formerย  Benue State First Land, who was held hostage for some hours in the market by the traders who accused her of conniving withย  the authorities of the Federal Capital Development Authority (FCDA) of not only extorting money from them but alsoย  denying them access to the shops they have since paidย  for.

Chairman of Association of Wuye Ultra Modern Market Allottees, Chief Ifeanyiย  Ezejim, said the traders paid various amounts of money ranging between N2,000 and N8,000 as allocation free, to the FCDA.

He therefore asked the FCDA authorities to give tell them the statutory fee, so that they can pay and move into their shops to startย  their businesses.

The protest, according to him, was informed by an order of an Abuja High Court, which had asked the FCDA to declare the statutoryย  fees for the shops but which the latterย  had not obeyed.

“Somebody somewhere whoย  believesย  thatย  he or she is aboveย  the law is now using the police to stopย  the tradersย  from doing theirย  businesses. Thisย  is whyย  we are protesting, weย  are not happy and weย  willย  notย  continueย  to wait to be acceptingย  all theseย  intimidation.

“The intimidationย  is tooย  much and I don’tย  know the typeย  of countryย  weย  are that the policeย  who supposedย  to be adheringย  to the law of the landย  is goingย  againstย  the law. So, we are not happy withย  the conductย  of the Nigeriaย  policeย  today.

“We have gone to the FCDAย  and they did not say thatย  we have no allocation here, theyย  did not say we didย  not payย  for allocation of shopsย  here even though we are hearing rumour here now thatย  FCDAย  said thatย  weย  did not pay anything. It is notย  true, we are telling them here that ‘give us theย  statutory fee so that we pay and continueย  our businesses.’

“The court has even told the FCDAย  that ‘giveย  theseย  people the statutoryย  feels so that they can pay and they are not ready to doย  it.” Weย  have so farย  paidย  whatย  is requiredย  of us but we are talking of the statutoryย  fees now.

“This is the FCT Area Commandย  of the Nigeria Police that is deployed hereย  and being led by the area commander. Mrsย  Suswan, the wife of the former governorย  of Benueย  State is insideย  there. She is instrumentalย  to what is happeningย  here. She said that she use her moneyย  to constructย  the marketย  and so,ย  wants to get here money back.”

In his reaction, Lekan Ogunleye, the Secretary/Legal Adviser to All Purpose Shelterย  Development (Mrs. Suswam’s firm) that developed the market, said the traders had not been given a location because they were not ready to pay some money requiresย  of them.

He said, “In 2002, government advertised for theย  construction of fourย  markets in Abuja, which were in Garki, Kaura, Wuyeย  and Mabuchiย  and All Purpose Shelterย  Developmentย  won the contractย  forย  the constructionย  of Wuye Market.

“They tookย  loanย  fromย  bankย  to build the Wuyeย  market. The same government gave the developer a listย  of 5,605 traders that can benefitย  fromย  thisย  market.

“Meanwhile, theย  total numberย  of shops in this marketย  is just 1,600 shops and peopleย  have beenย  payingย  the developerย  since 2007 for these shops with the same Federal Capitalย  Development Authority papers.

“Now, in 2012, we wentย  to courtย  overย  this place (market) based on the year 2002 FCDA papers whichย  give themย  rightย  to use and enjoy these shops withoutย  making any furtherย  payment other than the N 2000,N5000 and N8000 that that have paid.

“But the problem thatย  nowย  arose wasย  that the court went ahead to also say that they have the right to use andย  enjoy the shop. However, we,ย  the developerย  are now of the opinion thatย  thereย  areย  certain conditions that wouldย  make ‘you enjoy that right’ , weย  are notย  denying that they don’t have rightย  butย  thereย  are certain things that theyย  needย  toย  do toย  enjoy theย  shopsย  just like any other person whoย  carries the same FCDA papers have done.

“But they are here nowย  saying no, we are not going to do anything. What I expectย  their lawyerย  to do is to adviseย  them that theyย  shouldย  go backย  toย  thatย  courtย  and sayย  “the shop you gaveย  us, theseย  people are denyingย  us, take the developerย  for contemptย  of court”ย  so that the courtย  can make furtherย  order and say go and use it without furtherย  payment or payย  beforeย  youย  use.

“For us as a company to achieve that, we have filed paperย  in courtย  for the court to say so. And the case is coming up on the 10th of December but the way the whole thingย  isย  going, weย  are lookingย  atย  a situationย  whereย  it can come upย  earlier.

“Since last week, FCDA have advertised in so manyย  newspapersย  that they should go and meetย  the developer to tellย  themย  howย  muchย  to pay. I have personallyย  writtenย  letterย  to theirย  lawyerย  thatย  thisย  is what you areย  goingย  toย  pay but he has not repliedย  me only forย  them to come up with thisย  protest.”
