NOSDRA DG Reveals How FCSC, FCC Aided Lopsided Recruitment

The Federal Civil Service Commission (FCSC) and the Federal Character Commission (FCC) have failed to address glaring gross irregularities perpetuated by the National Oil Spill Detection and Response Agency (NOSDRA) in the recruitment of 190 staff in 2012, and 351 more staff in 2014, Blueprint investigation has revealed.

Investigation also reveals that NOSDRA’s flagrant abuse of due diligence rules was aided by the Federal Character Commission FCC under its former Chairman as the Commission issued a waiver to the NOSDRA to recruit over 500 staff from its stock of exiting application, an act which grossly negates the principle of federal character.

The Managing Director of NOSDRA, Sir Peter Idabor in his defense however, blamed the irregularities on what he described as ‘problems associated with political appointments,’ stating that regulatory agencies particularly the Federal Character Commission and the Federal Civil Service Commission handed him lists of persons whom he must employ in order to meet the requirement of the regulatory agencies. According to Idabor, the ‘Committees of the National Assembly also gave me lists of persons whom they said I must employ. As a political office holder, I had no choice,’ he added.

Idabor who tried to justify his agency’s gross violation of the Federal Character Principle explained that the lopsidedness in the recruitment that favoured the South-South by 70% of those employed, was as approved by the FCC and the FCSC stating that the FCC gave it waivers to recruit without advertising, while the FCSC approved the list of successful candidates.

Idabor who earlier explained that Commissioners at the FCC handed it lists also noted that the “Federal Character Commission issued NOSDRA a Certificate of Compliance” after NOSDRA sent it a list of the successful candidates.

Finding revealed that the exercise which became a secret jobs racketeering between NOSDRA, the FCSC and the FCC was done with large scale irregularities that produced a list of NOSDRA’s new staff of which over 70% hailed from the South-South region of the country. It is instructional to note that the Director General of NOSDRA, Sir Peter Idabor hailed from the South-South. Blueprint authoritatively reports that in the employment of 2012 in which 70% of slots were given to people from the south-south, two northern states had not a single candidate employed.

A penitent Idabor who told newsmen that he has been advised not to repeat the errors, however described the flaw as a “natural bias,” stating that the flaws will not be repeated if the Buhari administration appoints him for another term in office as Director General.

He confirmed that some of the employed staff are his friends and family relatives, the Director General said: “even if it you, you will do it; is natural bias, and everybody is doing it even Buhari.” While he joked that he wonders why the media is silent over what he described as the “marginalization of the South-South and Eastern Nigeria in the political appointments of the Buhari administration,” he explained that some of the staff were no longer in the service of NOSDRA.

Findings also reveal that staff were indiscriminately recruited into positions as high as Deputy Director, Assistant Director, Grade Levels 10 to 14 with no requisite qualifications and experience to earn them such positions except being close ally, relation to the Director General or any of the Directors.

Some staff who pleaded anonymity have called for a probe of the recruitments, promotions, secondments at NOSDRA, stating that regularization of the lopsidedness will promote the unity of the country.

Apart from promoting national unity, proper placement of staff will add value to the competence and effectiveness of the agency in its discharge of its statutory responsibilities.

According to a stakeholder in NOSDRA who spoke on the condition of anonymity, the quality of manpower or human resources at NOSDRA has been compromised by the placement of unqualified people in very high position s of responsibility.
