‘Mud Houses’ in the Education Program Of Enugu State

The aftermath of the chicken induced impeachment in Enugu State of the deputy governor, the Enugu state populace and the wider diaspora have increasingly become aware of the real workings of the Chime led administration. Information made available to 247ureports.com through sources inside the Enugu State Government house indicates the Chime administration may have had a lucky run with the people of Enugu State thus far in a manner that had uncharacteristically shielded the administrative maladies of the Sullivan Chime administration from the investigatory lens of informed political spectators of the coal city.

Cursory investigation into the management of the various ministries under the leadership of the Sullivan Chime administration reveals the other side of the supposedly rosy picture painted by the Chime administration of its judicious execution of their government programs. It reveals a hideous side of the administration in the manner large sums of monies were allocated to sensitive ministries of the Enugu State government in virtually every fiscal year’s budget – without the programs being executed.

A case example is the dilapidated state of the educational infrastructure in the rural communities of the State. In the eight [8] years of Chime’s handling of Enugu state financial resources, a little over N72billion had been expended by the State Ministry of Education as budgeted by the State Governor. Sixty five percent [65%] of the N72billion equivalent to N46.8billion was earmarked for primary and secondary school upgrades and general renovation to change the look of the institutions to a modern facility fitting of the modern era of information technology based education – this is according to the budget narrative of the Enugu State ministry of education. In the 2014 Budget, termed the ‘Budget of Actualization’, the Chime administration earmarked an additional N1.39billion on primary and secondary school upgrade and renovation.

But the reality on the ground paint a different picture more indicative of foul play on the part of the financial manages of the state.  A visit by 247ureports.com to a majority of the primary and secondary schools showed the monies earmarked may have not been utilized for the purposed stated. Some of the schools visited had mud houses as class rooms. The Community School located at Umuagu Inyi had mud houses as classrooms for students – students comprising mainly of children of Enugu State indigenes.   The Ezeokwu primary school located at Akpugoeze had what resembled abandoned buildings for classrooms. Model comprehensive boys secondary school located at Inyi also spells the same neglected dilapidation.
