Speaker of the House of Representatives, Hon Yakubu Dogara, has assured Nigerians that the House is processing education related bills and motions that will improve and impact greatly on the sector.

He made this statement while speaking at a one day public hearing on five bills and one motion organised by the House Committee on Tertiary Education and Services in the National Assembly.

The Speaker also harped on the importance of education to Nigeria’s much-desired accelerated development, saying, “It is generally accepted that education is the pathway to any successful nation-building process.

“It is also true that no nation can compete favourably in the contemporary global community without sound educational policy and programmes that will engender appropriate human capital development.  These facts underscore the importance of these Bills and Motion, and, indeed, the necessity of this public hearing.”

He added that a close look at these bills and motion reveal their capability to severally impact greatly on the education sector and other allied sectors and in the long run, enhance efficiency in service delivery, improve the learning environment in the institutions concerned and foster the attainment of our national development goals.

Hon Dogara explained, “For instance, the Bill seeking the establishment of a Federal Polytechnic in Fagge, Kano State, will no doubt reduce the number of our numerous youths within that axis, who waste away due to their inability to secure admission to higher institutions due to lack of space. In the same vein, the motion calling for the upgrade of the Federal College of Education (Technical) in Bichi, Kano State, to the status of a University of Technical Education will afford our youths who have potentials in technological education the opportunity to acquire necessary knowledge and skills to help themselves out of poverty and to contribute to nation-building.”

The bills and motion are:

  1. A Bill for an Act to amend the Federal     Polytechnics Act, CAP. F17 Laws of the Federation of Nigeria, 2004, to Establish Federal Polytechnic Fagge, Kano State, to Provide Opportunities for Technical Education in Furtherance of Government Economic Objective of Ensuring Efficient, Dynamic and Self-Reliant Economy and for Related Matters.
  2. A Bill for an Act to Amend the Tertiary Education Trust Fund Act, Cap.  E4, Law of the Federation of Nigeria, 2004 To Include Tertiary/Teaching Hospitals and For Related matters.

iii.              A Bill for an Act to Provide the Establishment of the Nigerian Police Academy as a Degree Awarding Institution: And for other related Matters. 2015.

  1. A Bill for an Act to amend the Tertiary Education Trust Fund and Education Tax Act CAP. E4. Laws of the Federation of Nigeria, 2004 and the Education Taxfund Amendment No. 17 of 2004 and Establish the Tertiary Education Trust Fund Charged with the Responsibility for Imposing, Managing and Disbursing the Education Tax Fund to Public Tertiary Institutions in Nigeria, including Private Universities.
  2. A Bill for an Act to Amend the National Universities Commission Act, CAP, N81. Laws of the Federation of Nigeria, 2004, to expressly give the Commission power to regulate the condition of service and procedure for the engagement of academic staff (other than non-academic staff members) on part time basis or visiting Lectureship, and for related matters.
  3. A Motion Calling for the Upgrade of the Federal College of Education (Technical), Bichi, Kano State, to the Status of a University of Technical Education.

Hon Dogara urged the participants at the hearing to make inputs, particularly the critical stakeholders, in order to improve the quality of the committee’s work, and ensures that their wishes are effectively harnessed where necessary.

“I want to urge both the stakeholders and the committee to undertake today’s public hearing with the seriousness it deserves. It is obvious that the scope of the work at hand is wide, and you have only today to present and receive all the submissions.  You must, therefore, be brisk, focused and painstaking,” he stated.

While calling on all agencies of the other arms of government to continue to cooperate with the legislature in their oversight functions for transparency and accountability, he restated that the House of Representatives under his watch, has initiated and passed cutting-edge legislations in critical sectors of our economy.

Speaker Dogara said, “In the education sector, our interventions include the upgrading, conversion and establishment of tertiary institutions, generous funding to the sector in the annual budgets, as well as interfacing with the different union leaders for the amicable resolution of strike actions in the tertiary institutions. I assure you that we will continue to devote our efforts to implementing our Legislative Agenda aimed at sanitising the conduct of government business in our country to facilitate a new pace in our match to greatness.  We will not be deterred in our Constitutional responsibility of making Laws for the peace, order and good governance of the federation.”
