The inclusion of some miscreants on the list of those nominated to serve as commissioners in Bauchi state as submitted to the State House of Assembly by Governor Muhammed Abubakar for subsequent screening, has been described as lopsided and does not comply with Section 197 (3) of the 1999 Constitution of the Federal Republic of Nigeria (amended).

In a protest letter submitted to governor Muhammed Abubakar dated January 5, 2015 jointly signed by a respected Senator representing Bauchi south senatorial district of the state and 2019 gubernatorial hopeful, Alhaji Ali Wakili, APC State legal adviser and 2019 Bauchi south senatorial hopeful, Barrister Lawal Ibrahim, APC executive members and 36 other aggrieved APC members from Tafawa Balewa local government area, stated that although it is the prerogative of the governor to appoint commissioners, the power  is subject to compliance with Section 14 (4) of the Constitution that requires the observance of giving people a sense of belonging.

According to the petitioners, by the above stated, “Your Excellency may wish to recall a moment of promise not to go on your own without taking us into confidence on all appointments emanating from our local government”, stressing that they were denied the promised sense of belonging since they were neither consulted nor contacted before the sudden nomination of an unknown person that cannot add any political value to the system.

Political observers view the list with concern and described it as an assembly of miscreants and jobbers of no socio-political relevance to the society but perhaps only to the governor who brought them on board from oblivion to execute of a hatchet plan against the state.

Ali Barau, a political activist from Ganjuwa local government area of the state described their nominee as a miscreant whose qualification for the nomination is his maternal relationship with the governor not that he can add any value to the system.

Meanwhile, the complete list of the nominees has been described as another game plan of recruiting dullards that can be frightened and threatened to dance to the tune of secret corruption and official stealing that has characterized the Muhammed Abubakar administration.

In the same vein, the State’s 2016 Revival budget submitted to the State House of Assembly by Governor Muhammed Abubakar was described as hallow and lacking the required ingredients of development.

Barnabas Bature, a renowned economist and budget specialist lecturing in a Business School in Jos, described the Bauchi budget as “One chance” budget that was poorly constructed to achieve nothing.

“The budget was neither specific nor rich in action. The governor only read a speech and mentioned figures to keep the Honorable House busy for the day. That was not a budget but a folk tale”, he said.
